Box 3-5. Empowerment <strong>of</strong> one marg<strong>in</strong>alised woman<br />

In Bamdibhir CFUG, plans for a bamboo craft enterprise had emerged from<br />

the participatory self-monitor<strong>in</strong>g and plann<strong>in</strong>g. The enterprise’s explicit goal<br />

was the ‘economic upliftment’ <strong>of</strong> marg<strong>in</strong>alised CFUG members, especially<br />

women. After the bamboo craft tra<strong>in</strong><strong>in</strong>g course, CFUG committee members<br />

and sponsor<strong>in</strong>g NGO representatives selected five tra<strong>in</strong>ees to participate as<br />

paid craft-mak<strong>in</strong>g staff, based on the goals <strong>of</strong> the enterprise and a pass<strong>in</strong>g<br />

grade <strong>in</strong> the bamboo tra<strong>in</strong><strong>in</strong>g course. The recommended list <strong>of</strong> paid craft<br />

makers was accepted by most participants and was <strong>in</strong> the f<strong>in</strong>al approval stage<br />

when one woman—‘Ms B’ (name changed to respect her privacy)—spoke<br />

out. A lower-caste woman and economically very poor, she previously would<br />

not have had much leverage—and likely not the confidence—to <strong>in</strong>fluence<br />

CFUG decision-mak<strong>in</strong>g. In this case, however, by explicitly referr<strong>in</strong>g the group<br />

to the monitor<strong>in</strong>g-based decisions and tools, she was able to make her po<strong>in</strong>t.<br />

Ms B po<strong>in</strong>ted out that the selection <strong>of</strong> tra<strong>in</strong>ees did not meet the agreedupon<br />

goal and criteria <strong>of</strong> the bamboo craft enterprise, which was to provide<br />

an opportunity to marg<strong>in</strong>alised members, especially women. She cited the<br />

CFUG’s own wealth analysis, which showed that she, be<strong>in</strong>g ‘very poor’, fell <strong>in</strong>to<br />

the target group better than the tra<strong>in</strong>ees who were classified as ‘lower middle’<br />

and ‘poor’. Furthermore, she had received a B grade <strong>in</strong> the course. On the basis<br />

<strong>of</strong> her arguments and evidence, the committee and the NGO representatives<br />

reconsidered the decision and appo<strong>in</strong>ted Ms B as a paid employee <strong>in</strong> the<br />

bamboo craft enterprises. (McDougall et al. 2007)<br />

It is especially notable that the changes <strong>in</strong> human capital <strong>in</strong>volved the<br />

‘spread<strong>in</strong>g’ <strong>of</strong> knowledge throughout the CFUG members generally,<br />

<strong>in</strong>clud<strong>in</strong>g women and other marg<strong>in</strong>alised users, not only knowledge<br />

acquisition by executive committee members. We attribute this spread<strong>in</strong>g<br />

<strong>of</strong> human capital development to the leadership assumed by tole committees<br />

and action groups and also to the <strong>in</strong>creas<strong>in</strong>g access to tra<strong>in</strong><strong>in</strong>g and other<br />

opportunities for women and the poor.<br />

Natural and f<strong>in</strong>ancial capital: generat<strong>in</strong>g, susta<strong>in</strong><strong>in</strong>g and distribut<strong>in</strong>g<br />

benefits<br />

Because long-term changes <strong>in</strong> natural and f<strong>in</strong>ancial capital could not be<br />

observed dur<strong>in</strong>g the project period, our assessment focused on the factors<br />

that <strong>in</strong>fluence natural and f<strong>in</strong>ancial capital generation and access to them<br />

rather than on changes <strong>in</strong> the resources themselves. We highlight here<br />

two broad trends—<strong>in</strong>creased efforts to generate forest product benefits
