Although different, the Mal<strong>in</strong>au case can still <strong>in</strong>form this discussion because<br />

<strong>of</strong> its focus on spark<strong>in</strong>g ‘spontaneous orders <strong>of</strong> cooperation’ amongst<br />

forest stakeholders through active facilitation, and it contributes <strong>in</strong>sights<br />

especially about the challenges <strong>of</strong> work<strong>in</strong>g <strong>in</strong> such a complex and highly<br />

charged environment. We should remember, though, that its focus is more<br />

on shar<strong>in</strong>g <strong>in</strong>formation amongst actors to support cooperation, rather than<br />

catalys<strong>in</strong>g social or <strong>in</strong>stitutional transformation through social learn<strong>in</strong>g.<br />

Scale<br />

Another important difference was the scale at which the ACM approach<br />

was be<strong>in</strong>g catalysed and studied. The Nepal chapter describes the smallest<br />

scale: researchers worked with a s<strong>in</strong>gle <strong>community</strong> forest user group <strong>in</strong> each<br />

site. In us<strong>in</strong>g the ACM approach, the groups were engag<strong>in</strong>g with other<br />

stakeholders, but the scale <strong>of</strong> application was local. Similarly, <strong>in</strong> Palawan<br />

(Philipp<strong>in</strong>es) the people’s organisation was seek<strong>in</strong>g to make a transition to<br />

an ACM approach. In Bukidnon (Philipp<strong>in</strong>es) and <strong>in</strong> the two Indonesian<br />

sites, on the other hand, ACM <strong>in</strong>volved <strong>in</strong>teractions with both local<br />

and outside stakeholders—reflect<strong>in</strong>g both the communities’ perceived<br />

needs to def<strong>in</strong>e their ‘space’ <strong>in</strong> a chaotic time and the lack <strong>of</strong> formal and<br />

function<strong>in</strong>g local <strong>management</strong> <strong>in</strong>stitutions. Although the researchers <strong>in</strong><br />

Jambi and Pasir, like those <strong>in</strong> Nepal and the Philipp<strong>in</strong>es, were work<strong>in</strong>g to<br />

make <strong>management</strong> and governance adaptive and <strong>collaborative</strong>, they used<br />

ACM as an ‘<strong>in</strong>tervention’. One way to understand this difference is from<br />

the perspective <strong>of</strong> ‘end user’ <strong>of</strong> the research lessons: whereas <strong>in</strong> Nepal and<br />

the Philipp<strong>in</strong>es the local <strong>community</strong> forest groups might be expected to<br />

<strong>in</strong>stitutionalise the ACM approach (either on their own or with support<strong>in</strong>g<br />

facilitation from an outside actor), <strong>in</strong> Jambi and Pasir the ACM approach<br />

was more <strong>in</strong>tended for use by NGOs <strong>in</strong> their work to create the basis<br />

for effective local <strong>management</strong> <strong>in</strong> a chaotic context. And the Mal<strong>in</strong>au<br />

researchers learnt lessons about how facilitation teams can be adaptive <strong>in</strong><br />

their own processes.<br />

Consistent with the very different scales and contexts with<strong>in</strong> which they<br />

operated, then, each team focused on different issues and entry po<strong>in</strong>ts:<br />

• In Nepal, where the <strong>community</strong> forestry program is well developed,<br />

the emphasis was on enhanc<strong>in</strong>g adaptive and <strong>collaborative</strong><br />

approaches at the user group level, <strong>in</strong>clud<strong>in</strong>g on l<strong>in</strong>k<strong>in</strong>g with mesolevel<br />

actors, 2 with the goal <strong>of</strong> enhanc<strong>in</strong>g equity <strong>in</strong> governance and<br />

outcomes and <strong>in</strong>creas<strong>in</strong>g benefits from the <strong>forests</strong>.
