If the replacement is available all year long in sufficient quantities and<br />
in an accessible location for free (for example, free medicine at village<br />
dispensary), this is not an <strong>HCV</strong>. If there is a cost, continue.<br />
Fishing needs boats, equipment and labor. Developing breeding of farm<br />
animals needs some young animals to start, and some special care and<br />
medicines to protect them.<br />
If no: Fundamental/<strong>HCV</strong>; If yes: not fundamental<br />
It would be difficult to develop fishing above the present time spent<br />
because of lack of labor and boats and equipment.<br />
People in the village are not successful in developing breeding of<br />
animals. Young animals have been given by the government and<br />
company, but most animals die of disease and they do not have access<br />
to the medicines.<br />
In case of hesitation over the importance of a resource, obvious<br />
declining trends in the use of the forest, affecting the community as a<br />
whole may disqualify the forest from being considered as fundamental,<br />
especially if people are actively investing in new, alternative resources<br />
such as agriculture.<br />
On the contrary, if the community is actively protecting the forest<br />
resources, then it is an <strong>HCV</strong>.<br />
The people at the present, with the available resources, do not seem to<br />
be able to develop alternatives sources of protein such as expanding<br />
fishing or breeding.
