Brief description of project<br />

Objectives<br />

In 1990, a joint Home Office/Department of <strong>Health</strong> Circular<br />

(circular 66/90) stated that it was Government policy, where public<br />

interest considerations allowed, to divert mentally disordered<br />

offenders away from the criminal justice system and into the care of<br />

the <strong>Health</strong> and Social Services. Since then, criminal justice agencies<br />

and social services in England and Wales have developed a wide range<br />

of local inter-agency diversion schemes. Impetus had also been<br />

provided by two joint Home Office/Department of <strong>Health</strong> reviews<br />

chaired by Dr John Reed, which had examined the treatment and<br />

services provided for people with mental and psychopathic disorders.<br />

The aim of this pilot scheme is to provide, for the first time in<br />

Northern Ireland, a multi-disclipinary approach to mentally<br />

disordered offenders which ensures that such cases are quickly<br />

identified within the criminal justice system, assessed and referred to<br />

appropriate agencies, whether or not the case is to be prosecuted.<br />

• To ensure the timely assessment of mental health needs of mentally<br />

disordered offenders (MDOs) in the Greater Belfast area.<br />

• To reduce unnecessary contact with the criminal justice system by<br />

referring MDOs to appropriate service providers in the <strong>Health</strong> and<br />

Social Services.<br />

• To help prevent reoffending.<br />

• To screen all suspects/defendants in Musgrave Street Police Station<br />

or referred to Belfast Magistrate’s Court from the designated PACE<br />

stations within the Belfast area.<br />

• To identify those cases who fall within the referral criteria.<br />

• To assess such cases within six hours of initial screening.<br />

• To ensure that any complex/serious cases are referred promptly for a<br />

multi-disciplinary group assessment chaired by the Consultant<br />

Forensic Psychiatrist.<br />

• To provide reports and recommendations to police/courts without<br />

delay.<br />

• To develop protocols with the service providers which ensure a free<br />

exchange of appropriate information about the MDOs.<br />

• To provide statistical data which satisfies the research requirements.<br />

Evaluation The scheme will be evaluated in April 2001.<br />
