Objective<br />

To demonstrate that there is an organisational structure with the appropriate core business<br />

functions to comply with the policy(s) and achieve <strong>HSE</strong> management objectives. This also<br />

includes how individual and collective responsibilities between all stakeholders are defined.<br />

How can this be achieved?<br />

‣ Having a clearly defined organisational structure.<br />

‣ Defining and assigning <strong>HSE</strong> responsibilities to positions within the organisation.<br />

‣ By creating a bridging document describing individual and collective stakeholder<br />

responsibilities during the various operational phases.<br />

‣ Providing adequate resources <strong>for</strong> consistent and effective <strong>HSE</strong> Management.<br />

‣ Regular management review of the allocation of resources.<br />

What in the <strong>Drilling</strong> Contractor’s Management System demonstrates assurance to others that<br />

this objective can be achieved?<br />

‣ Organisation charts showing the management and support team structure to enable<br />

compliance with the policy(s) and achievement of the <strong>HSE</strong> management objectives.<br />

‣ Details of <strong>HSE</strong> management responsibilities assigned to organisational positions.<br />

‣ The process <strong>for</strong> developing and preparing a joint bridging document with the<br />

involvement of all participants be<strong>for</strong>e starting operations, clearly indicating Senior<br />

Management expectations regarding adherence to agreed responsibilities.<br />

‣ Arrangements <strong>for</strong> regular management review of the organisational structure and<br />

allocation of resources.<br />

2.2.1.2 Document Management<br />

To demonstrate that relevant, accurate and up to date <strong>HSE</strong> documentation is readily<br />

accessible.<br />

How can this be achieved?<br />

‣ Maintaining an effective document management system.<br />

‣ Having clearly defined criteria <strong>for</strong> developing and revising documents.<br />

‣ Establishing ownership responsibilities and authorities <strong>for</strong> reviewing and issuing<br />

documents.<br />
