What in the <strong>Drilling</strong> Contractor’s Management System demonstrates assurance to others that<br />

this objective can be achieved?<br />

‣ Details of positions that have <strong>HSE</strong> critical activity responsibilities e.g., Rig Manager,<br />

Toolpusher, Driller etc.<br />

‣ Details of positions that have hazardous activity responsibilities.<br />

‣ Details of positions that have environmental oversight responsibilities.<br />

‣ In<strong>for</strong>mation on the selection process <strong>for</strong> assigning people to positions with <strong>HSE</strong><br />

critical/hazardous activity responsibilities, including short service employees.<br />

2.2.4.2 Selection of Sub-Contractor Personnel<br />

Objective<br />

To demonstrate that the <strong>Drilling</strong> Contractor uses sub-contractors with similar <strong>HSE</strong> values and<br />

standards.<br />

How can this be achieved?<br />

‣ By applying the same selection process to the selection of sub-contractor staff assigned<br />

to positions with <strong>HSE</strong> critical/hazardous activity responsibilities. (See 2.2.4.1 above.)<br />

What in the <strong>Drilling</strong> Contractor’s Management System demonstrates assurance to others that<br />

this objective can be achieved?<br />

‣ Statement that the same selection process is applied to the selection of sub-contractor<br />

staff assigned to positions with <strong>HSE</strong> critical/hazardous activity responsibilities.<br />

2.2.4.3 Competence Assessment and Records<br />

Objective<br />

To demonstrate that personnel have the necessary knowledge, skills, and abilities to meet<br />

their responsibilities and per<strong>for</strong>m their job safely and effectively.<br />

How can this be achieved?<br />

‣ Establishing arrangements <strong>for</strong> identifying both the general and specific (e.g. well control,<br />

fire team leader, etc.) competencies required to meet the responsibilities <strong>for</strong> each job<br />

function.<br />

‣ Assessing individual competencies against the defined responsibilities <strong>for</strong> the job.<br />

‣ Identifying those individuals assessed as being “not competent” and who require<br />

additional training or experience.<br />

‣ Establishing a per<strong>for</strong>mance appraisal system.<br />

‣ Maintaining records of each assessment and appraisal.<br />

‣ Establishing methods to evaluate trends in <strong>HSE</strong> Culture identified through incident<br />

analyses or proactive behaviour-based observation systems.<br />

What in the <strong>Drilling</strong> Contractor’s Management System demonstrates assurance to others that<br />

this objective can be achieved?<br />

‣ Description of the competence assessment arrangements.<br />

‣ Description of the per<strong>for</strong>mance appraisal system.<br />

‣ Reference to the list documenting all identified <strong>HSE</strong> critical/hazardous activities, the<br />

individuals who are assigned responsibilities <strong>for</strong> each <strong>HSE</strong> critical/hazardous activity, the<br />

required competence criteria, and verification that this competence has been attained<br />

and is current.<br />

‣ Description of methods to evaluate <strong>HSE</strong> trends identified through incident analyses or<br />

proactive behaviour-based observation systems.<br />
