2.3.18 Procurement Management<br />

Objective<br />

To demonstrate purchased goods and services meet the relevant <strong>HSE</strong> management<br />

objectives.<br />

How can this be achieved?<br />

‣ Assessing vendor <strong>HSE</strong>/QA arrangements as part of selection process.<br />

‣ Reviewing purchased goods and services against standards.<br />

What in the <strong>Drilling</strong> Contractor’s Management System demonstrates assurance to others that<br />

this objective can be achieved?<br />

‣ Arrangements <strong>for</strong> selection and monitoring of vendor per<strong>for</strong>mance.<br />

‣ Arrangements <strong>for</strong> reporting design or manufacturing defects to vendors.<br />

2.3.19 Maintenance Management<br />

Objective<br />

To demonstrate that arrangements are in place which ensure that the Rig, its equipment and<br />

in particular the equipment/systems which are <strong>HSE</strong> critical, are effectively maintained.<br />

How can this be achieved?<br />

‣ Establishing a maintenance management system that includes the Rig structure,<br />

systems and equipment.<br />

‣ Identifying the <strong>HSE</strong> critical equipment/systems. (See Part 3.)<br />

‣ Defining the per<strong>for</strong>mance standards <strong>for</strong> each <strong>HSE</strong> critical equipment/system.<br />

‣ Establish management of change procedures when <strong>HSE</strong> critical equipment/systems do<br />

not meet per<strong>for</strong>mance standards.<br />

‣ Developing procedures (with scheduling) that ensure that the <strong>HSE</strong> critical equipment is<br />

maintained.<br />

‣ Per<strong>for</strong>ming and documenting maintenance as per the schedule.<br />

What in the <strong>Drilling</strong> Contractor’s Management System demonstrates assurance to others that<br />

this objective can be achieved?<br />

‣ Description of the maintenance management system.<br />

‣ Arrangements <strong>for</strong> identifying the <strong>HSE</strong> critical systems and determining their per<strong>for</strong>mance<br />

standards (See Part 2.4.6 - Verification).<br />

‣ Arrangements <strong>for</strong> implementing Management of change procedures when <strong>HSE</strong> critical<br />

equipment/systems do not meet per<strong>for</strong>mance standards.<br />

2.3.20 Sub-Contractor Management<br />

Objective<br />

To demonstrate that sub-contractor <strong>HSE</strong> per<strong>for</strong>mance is effectively managed.<br />

How can this be achieved?<br />

‣ Identifying, agreeing and communicating the <strong>HSE</strong> interfaces and responsibilities with<br />

sub-contractors.<br />
