Twenty-one countries of the Americas were ropresTtrlld at the conference in addition to representatives of the Pan-American Sanitary Bureau and the International Labor Office. About 110 delegates and advisers attended this confe.ence. In order to provide a continuing organization between conences and in order to promote coperation among the social security institutions of the various countries a Permanent Inter-American Committee on Social Security was created. The United States was honored by the election of Arthur J. Altmeyer, chairman of the U. S. Scmial Security Board, as president of the permanent committee. 0. 8. Mills. second secretary of the American E],mbassy It Santiago, secretary to the delegation The tripartite delegation f'omn the governing body of the International Labor Organization included two persons from the United States: Robert J. Watt, internatio.al representative of tLe American Federation of Labor and the representa tLive for mployees of the United States on thte governing body; and Clarence J. Mc- Dlavt, formerly of the New England Telephone Company and thu representative for the employers of the Unitod States on the governing body. Paul van Zeelaud, formerly prime mihister of Belglum, was the representative of the governments on the governing body. Dr. Anthony lonoran, of the U. S. Public Health Service, stationed at Lima, Peru, representing the Pan-American Sanitary SUrkeau, also was a delegate to the conference. * Thu chairman of the conferen.e was Mr. Miguel Etchebarne, Minister of Health, Insurance and Social Assistance of Chile. The first session was held in the National Congress and was attended by the President of the Republic of Chile, Juan Antonio Rios. A welcoming speech by the Minister of Foreign Affairs, ri-nEsto Barros Jarpa, officially opened the conference. Mr. Watt, in the name of the workers, and Mr. MeDavitt, in the name of the employers, were among several pesoiln, who responded to the opening address by the Minister of Foreign Affairs. FORMER CONFERENCES RECALLED The lIter-American Conference on Social Scrurity was the outgrowth of three previous conferences of the various Amtrican countries. Two of these concerned labor directly. The first was hold in Santiago de Chile in Janusry, 1!36, and the second at havana, Cuba, in December, 1939, both of which were attended by the countries which were members of the International Labor Office. The third conference was held at the invitation of the Peruvian government in ioma, Peru, in December, 1940, on the occasion of the opening of the Workers' Itospital built by the Natiaa Saocial Insurance Fund of Peru. The labor conference of American colntries, members of the lnternational Labor Organization, held in Santiago in 1926, wah i conformity with the principle of tripartite representation of the Interimtiona[ Labor Organization, composed of government, employers' and workers' delegates. Compulsory social insurance was re'ommended by this group as the most effective method of providgin the protection necessary to the worker t nd his family. The social insurance recom.- mendations as drawn up at that time were reaiffirmd at the labor conference held in Havana in 1939. The meeting in Lima, Peru, in 1940 convened under the chairmanship of the Minister of Public Health, Labor and Social Ihsurance of Peru, Dr. Constantino J. Carvalh.. and with the cooperation of John G. Winant, at that time direcltor f the International Labor Organization. The representatives decided that a permraneit organiiation for promoting the collaboration (of social security institutions in American countries in cooperation with the international Labor Organization should be established.
