1 Construction Completion – Key Milestones<br />

1.1 Architectural Completion – 4 th and 5 th Floors<br />

Floor 5 is due to be architecturally complete by the end of January 08. Achieved by early<br />

February 08. WL list of outstanding items and defects incorporated into BMJ Defects<br />

Schedule (see Appendix C)<br />

1.2 Installation of plantroom fans and ductwork<br />

The plant room fans and ductwork are on the critical path for completion. They are due to<br />

be finished by 4 February 08. This work is still ongoing. The installation is due to be finished<br />

during w/c 18 February 08.<br />

1.3 Architectural Completion – 3 rd Floor<br />

The 3 rd floor is due to be architecturally complete by 11 February 08. Now due w/c 18<br />

February 08.<br />

1.4 Installation of remaining flues<br />

The remaining flues were installed as planned over the weekend of 26 / 27 January 08.<br />

2 Inspection Strategy<br />

2.1 Architectural Inspections (BMJ)<br />

There was a pre-handover inspection on 19 December 2007. Interim inspections are<br />

continuing.<br />

In order to facilitate a smooth handover, the final architectural inspections will be phased as<br />

indicated on the schedule. Walter Lilly have provided a schedule of any outstanding works<br />

to BMJ which has been incorporated into their Defects Schedule – see Appendix C.<br />

Walter Lilly are to ensure that at the end of the final handover inspection BMJ are happy to<br />

confirm that the defects are down to a sufficiently low number that they would not prevent<br />

the Completion certificate from being signed. BMJ will then write to Arup to confirm this by<br />

18 February 08 or as soon thereafter as they are in a position to give that undertaking.<br />

2.2 M&E Inspections<br />

There was a pre-handover inspection on 19 December 2007. A final inspection has been<br />

booked for week commencing 11 th February 2008. Walter Lilly are to provide a schedule of<br />

outstanding works for this date. This is still outstanding.<br />

Walter Lilly are to ensure that at the end of the final handover inspection Banyards are<br />

happy to confirm that the defects are down to a sufficiently low number that they would not<br />

prevent the Completion certificate from being signed. Banyards will then write to Arup to<br />

confirm this by 18 February 08 or as soon thereafter as they are in a position to give that<br />

undertaking.<br />

2.3 Structural Supervisor<br />

Not applicable.<br />

2.4 Client Direct IT Installation<br />

Inspection of the ICL direct IT installation will be done by the relevant duty holder. It is not<br />

part of the main contract works.<br />

There is a requirement for some active equipment to be installed to allow for a connection to<br />

the NHS IT network. This is to be managed direct by ICL (SP/AB). It is not part of the main<br />

contract works.<br />

2.5 Duty Holders<br />

There was a pre-handover inspection on 19 December 2007. Final inspections are booked<br />

for the week commencing 11 February 08. Walter Lilly are to provide a schedule of<br />

outstanding works for this date so that the Duty Holders do not have to comment on known<br />

outstanding items.<br />

Final comments are to be submitted by the Duty Holders no later than the 15 February 08.<br />

Refer to separate schedule in Appendix D for details of planned inspection dates, comments<br />

received/responded to and final sign-offs by Duty Holders.<br />

2.6 Lifts<br />

3 Commissioning and Integrated Testing Strategy<br />

3.1 Uprating of base build air handling plant<br />

The Rebalance and adjustments to existing building plant are not part of the main<br />

contractor’s scope of works. Arup have developed the following proposals to address this.<br />

Air Systems<br />

ICL have agreed to the Arup recommendation to appoint NDY as technical advisor to their<br />

maintenance team to allow them to make the necessary adjustments to the main building<br />

plant and act as liaison between ICL and WL/Axima on the rebalance of the systems. This is<br />

a more efficient approach than appointing an external commissioning engineer because<br />

NDY have all the necessary knowledge and familiarity with the systems and parties involved<br />

already.<br />

NDY have advised that this work will not affect the lower floors because that is a Constant<br />

Volume air system so a full rebalance should not be required.<br />

WL have advised that this work can proceed before final commissioning of special extract<br />

systems.<br />

This work was completed on Friday 1 February 08.<br />

Chilled Water / Low Temperature Hot Water<br />

ICL have agreed that the systems can be signed off on the basis of the proportional balance<br />

carried out by WL using temporary pumps.<br />

A full rebalance may still be necessary post completion. Arup have obtained a quote for this<br />

which is being reviewed and will be issued to ICL.<br />

3.2 Commissioning<br />

During commissioning the various installations and plant items are tested and balanced as<br />

individual entities to ensure that they perform to the required design duties. The culmination<br />

of the individual testing establishes the completeness of the systems and by definition the<br />

building to proceed into the integrated testing processes.<br />

Walter Lilly are responsible for commissioning have developed a commissioning program<br />

which can be seen in Appendix E. Four important milestones have been selected for<br />

monitoring the progress of commissioning at a strategic level. These are:<br />

Banyards are responsible for witnessing the commissioning. A tracker has been developed<br />

to indicate the progress of this, an example of which can be seen in Appendix F.<br />

3.3 Integrated Testing<br />

This period is specifically to ensure that all of the above is definitively integrated as<br />

determined by the design and specification requirements and incorporates all of the design<br />

changes instructed throughout the duration of the installations.<br />

3.5 BMS Commissioning<br />

See Banyards witnessing schedule in Appendix G.<br />

The requirements and process for this are set out in ICL Technical Policy Statement EN3.<br />

WL are working to this and need to comply with it fully before Completion can be certified.<br />

WL to advise when the complete documentation will be issued to ICL and when the systems<br />

will be ready for the final 10% client witnessing.<br />

3.6 Final witness and client acceptance testing<br />

To be done during client training sessions or by agreement.<br />

3.7 Building Mains Failure – ‘Black Building’ Test<br />

If required, this will be done post contract because the main plant and back up systems are<br />

all part of the base build. Timing for this would need to be carefully planned and agreed<br />

with all building occupants well in advance to avoid disruption to ongoing research.<br />

3.8 Part L Air Pressure Test<br />

This is not applicable on this project.<br />

4 Third Party Approvals<br />

4.1 Building Control<br />

Date of inspection is set for 18 February 08. MLM have advised that they require the<br />

following things ready for the inspection:<br />

1. We require the BS5266 emergency lighting design, installation and commissioning<br />

certificates and to witness a random key switch test.<br />

2. We require the BS5839 fire alarm design, installation and commissioning certificates.<br />

3. We require the design, installation, testing and certificate of conformity for the sprinkler<br />

system (the variation on the certificates is as follows 'agreed by all relevant statutory<br />

authorities to omit sprinkler void coverage in favour of smoke detection). Also on the<br />

sprinkler system Patrick Busby of Walter Lilly is to arrange for a weekend flow switch test to<br />

confirm actuation of flow switches to trigger shut down of services, actuation of any relevant<br />

dampers and system ramp down to mechanical smoke extract mode - a report presenting a<br />

successful test must be given to us so that we may forward this to the local authority to be<br />

granted the Section 20 completion certificate. The local authority will not need to be present<br />

to witness this test.<br />

4. We require to witness a random electromagnetic door device such that it should drop out<br />

on activation of fire alarm, or breakage of green break glass point.<br />

5. We require an access statement form the designer to cover any variations from Approved<br />

Document M<br />

6. We require confirmation the CIBSE designed rates for ventilation in relevant<br />

chemistry/laboratory environments are commissioned and achieved as they were designed.<br />

7. We require to witness an air test on a random sample of drainage.<br />

8. We require to witness a random damper slam test.<br />

7 Contractual Arrangements<br />

The works may be taken over prior to completion now that the WL programme is showing<br />

works ongoing into March 08. If that is the case, a take-over certificate will be issued.<br />

7.1 Completion Certificate<br />

Arup Project Management will issue a contract completion certificate when the works are<br />

complete. There is also an ICL certificate of completion which will be issued at the same<br />

time.<br />

7.2 Insurances/Bonds/Guarantees<br />

<strong>Imperial</strong> <strong>College</strong> are to confirm that completed works will be insured from the 22 nd February,<br />

or the date of Completion if later.<br />

7.3 Completion Meeting<br />

A meeting will be held at 10am on 19 February 08 in the Commonwealth Board Room to<br />

review any Supervisor/Duty Holder/User comments and confirm that all concerned are<br />

happy that the project will be ready for completion and handover by 22 February 08. The<br />

Had some contact with Patrick Busby during the afternoon and Brian<br />

Dempsey of Walter Lilly accompanied KJM to visit the Roof Fume<br />

Extract installation.<br />

21.000 Notes<br />

This visit was to check and clear snag/observation items within BC report No 20 that had been<br />

reported as completed by WL.<br />

The visit also included a general inspection of the Plastic ducting and fans installation at roof plant<br />

level.<br />

Any current comments relative to previous observations/snags under section 21.200 below are<br />

shown Bold.<br />

Explanatory Notes<br />

There are items retained under section 21.200 for information purposes that relate to Base Build<br />

services and effect the WL installations, such as the water pressure at basin taps.<br />

Item 9.106. Room E497. Refers to Base build and is for ICL attention through Arup.<br />

Other retained items that remain included for information only are where BC reported differences<br />

between T Clarke’s construction drawings and that as actually installed with regard to power and<br />

data points locations. Based on WL advice, these rooms/areas have been fitted out in accordance<br />

with drawings issued by BJM and we take it therefore that BJM would check to their satisfaction.<br />

Accordingly BC have amended all the associated items concerning this within our list below to one<br />

common statement, e.g. as in item No 20.107.<br />

21.100 Site Visit Observations of M & E current works<br />

21.101 Roof Plant installation of Fume Extract Fans and associated ducting and electrics.<br />

1. The west installation is the most advanced. All of the covered area ducting has been<br />

installed and fans and ducting including attenuators currently in progress within the Fans<br />

Chamber. Much activity was evident at the time of the visit with mechanical installation,<br />

electrical 1 st fix and sealing of duct entries all happening within the West chamber.<br />

2. Most of the East side covered plant space ducting has been installed with exception of the<br />

150dia duct that will connect to fan R/11. The new fan sets are in position and ducting has<br />

been installed within the chamber to fans R/9 and R/10. No other ducting, apart from the<br />

high level discharges, has been installed at present. There was no evidence of any activity<br />

within this chamber at the time of the visit.<br />

3. It was noted that the NRD’s, where shown on the drawing as located with the fan chambers,<br />

are in fact now being fitted to the ducts further back within the covered plant area. This is a<br />

practical solution because they are more easily accessed but this is mentioned to ensure<br />

those concerned get them shown correctly on the record drawings.<br />

4. There are a few places on the duct runs within the roofed plant area where the duct support<br />

spacing is up to about 3.5 – 4 metres. This exceeds guidelines for supports and the writer<br />

has mentioned this to the site installer. On the west side duct run to R/2, with rising double<br />

set. There are 3 on the East side. One each on duct to R/6 and R/8, and two on duct to R/7.<br />

The latter extended distances from high level horizontal bend and at rising double sets<br />

closer to outer wall.<br />

5. In the cases of both fan chambers, the inverters have been mounted and interconnecting<br />

cables have been installed and connected back to the control board.<br />

21.200 Previous Observations with some outstanding content.<br />

The following observations have been previously raised on earlier site visit reports and as such<br />

the numbering is in accordance with the numbering of the report on which the observation was<br />

raised. Any earlier observations not listed below have been cleared / actioned to our satisfaction.<br />

20.101 E310 The Luminaire first right inside door was not working. Final lighting checks to be<br />

carried out in conjunction with the BMS element.<br />

20.120 E301 Tea point. Ensure that the metal sink is earth bonded. <strong>Out</strong>standing<br />

19.101 5 th floor It was noted that water supplies are now on at two island, bench end sinks on the south<br />

side of Lab 535 but as yet, no hot water is available. The lack of hot water also applies<br />

to all the basins. Base Build connections not made. Remedial works and<br />

chlorination of systems will be complete by Weds 20/2/08.<br />

19.102 4 th floor Primary laboratory E437. Grid F – E. Two of the four emergency lights in this area did<br />

not appear to have green neon lamps. Are they the correct fittings? TBC<br />

19.103 4 th floor Constant temperature room E427. The two fittings designated as emergency lights did<br />

not appear to have green neon indication lamps. Are they the correct fittings? Correct<br />

fittings, but neons need to be checked.<br />

19.105 E436 Human Histology. It was noted that a spurred power supply was in the process of being<br />

installed to serve the Trox VB 4/02 unit associated with the low - level fume extract. It is<br />

understood that similar spur connections have recently been installed to similar units on<br />

the 5 th floor. Complete. 06/02/08. Patrick advises that Trox unit to be built in and<br />

local controller now to be set into casing, therefore, part outstanding.<br />

18.101 5 th floor General. Wash Basins. The pressure and flow at both hot and cold taps is excessive<br />

and currently liable to splash over rim of basins. Needs adjustment. Base Build system<br />

pressure. Adjustments to be made by Emcore/ICL.<br />

18.102 E580 Tea Station. No earth bond to s/s sink. <strong>Out</strong>standing<br />

18.103 E580 Tea Station. Twin power socket under sink is at rear of cabinet casing, boxed in and not<br />

accessible. Is this power for “Zip-tap” boiler? Also Geoff Owens has queried if the local<br />

socket should be RCD protected. Ref email 21/12/07. Complete. 06/02/08. Further<br />

check needed by Patrick to investigate the other power socket behind cabinet.<br />

18.104 E580 Tea Station. Reference Patrick Busby. Apparently, the “zip-tap” boiler cable requires a<br />

plug to fit the socket. <strong>Out</strong>standing<br />

18.107 General It is noted that none of the store cupboards that also house electrical distribution boards<br />

are provided with emergency lighting. Should this not be referred to NDY for<br />

confirmation? <strong>Out</strong>standing<br />

18.110 General Special gas services wall drops where surface fixed. Apparently the installer has<br />

attempted to clean the carbon staining at soldered joints but this has not been very<br />

successful and unsightly dark patches remain. Perhaps painting these pipes would be<br />

acceptable. Installation as the specification. 06.02.08. BC noted that WL however<br />

now appear to be painting these pipes even though not specified.<br />

18.111 General Lab gas pipes. T Clark to show where the gas services have been earth bonded.<br />

18.114 5 th floor General comments on lighting. It was noted that many of the emergency light fitting<br />

green neons were not illuminated. Also quite a few Luminaires were not working. In<br />

some rooms all lights were not working and in other instances there would be one or two<br />

fittings not working on a common LCM. Possibly not plugged in. Final lighting checks<br />

to be carried out in conjunction with the BMS element.<br />
