A Reproductive Health Needs Assessment <strong>in</strong> <strong>Myanmar</strong><br />
F<strong>in</strong>ancial resources<br />
As mentioned earlier, availability of f<strong>in</strong>ancial resources is a major barrier to implement<br />
<strong>reproductive</strong> <strong>health</strong> care services. The National Health Plan (1996-2001) aims to achieve<br />
equal distribution of <strong>health</strong> care through out the country. However, the resources available to<br />
it are very limited. The external support to this sector is also small (MOIP 1998b). In view<br />
of this, the <strong>health</strong> sector is consider<strong>in</strong>g alternative sources of f<strong>in</strong>anc<strong>in</strong>g <strong>in</strong>clud<strong>in</strong>g<br />
experimentation with community cost-shar<strong>in</strong>g schemes. As <strong>reproductive</strong> <strong>health</strong>-services<br />
address critical <strong>health</strong> problems, are cost-effective and have significant externalities, the<br />
government should consider allocat<strong>in</strong>g larger resources to <strong>reproductive</strong> <strong>health</strong> care and<br />
additional support from <strong>in</strong>ternational agencies <strong>needs</strong> to be mobilised for ensur<strong>in</strong>g much<br />
needed improvement <strong>in</strong> <strong>reproductive</strong> <strong>health</strong> status.<br />
