Minutes of the regular meeting of the Executive Committee of the <strong>Kativik</strong> <strong>School</strong> <strong>Board</strong>,<br />

for the school year 1990/91, held at the administrative centre in Dorval, Québec, on<br />

<strong>May</strong> 22 and 23, <strong>1991</strong>.<br />

1 QUORUM AND OP<strong>EN</strong>ING OF THE MEETING<br />

With a quorum of the members of the Executive Committee of the <strong>Kativik</strong><br />

<strong>School</strong> <strong>Board</strong> being present at 10:15 hours on <strong>May</strong> 22, <strong>1991</strong>, the meeting was<br />

declared open by the President of the <strong>Board</strong>, Mr. Putulik Papigatuk.<br />

2 NOTICE OF MEETING<br />

The President ascertained that all members of the Executive Committee have<br />

received notice of this meeting.<br />

3 APPOINTM<strong>EN</strong>T OF CHAIRPERSON<br />

On motion duly made by Sarollie Weetaluktuk, it was unanimously resolved to<br />

adopt the following resolution no. 90/91-324:<br />

RESOLVED:<br />

THAT Putulik Papigatuk be and is hereby appointed as chairperson<br />

of this meeting.<br />

4 AG<strong>EN</strong>DA<br />

On motion duly made by Willie Cain, it was unanimously resolved to adopt the<br />

following resolution no. 90/91-325:<br />

RESOLVED:<br />

THAT the agenda of this meeting of the Executive Committee, copy<br />

of which is attached hereto as Annex I, be and is hereby approved.<br />

5 EXECUTIVE COMMITTEE MEMBER<br />

A discussion ensued concerning an absent member of the Executive<br />

Committee.<br />

On motion duly made by Putulik Papigatuk, it was unanimously resolved to<br />

adopt the following resolution no. 90/91-326:<br />

RESOLVED:<br />

THAT a recommendation shall be made at the next meeting of the<br />

Council of the commissioners to the effect that a member of the<br />

Executive Committee be removed from it.<br />

6 POVUNGNITUK SCHOOL PROJECT<br />

Putulik Papigatuk tabled a letter from the Ministry of Education, Mr. Michel<br />

Pagé, which was a reply to the previous letter from the mayor of Povungnituk<br />

concerning the new school project. A conference call shall be held with the<br />

Education Committee of Povungnituk later on during this meeting regarding<br />

this issue.<br />

7 TASK FORCE ON EDUCATION<br />

A discussion ensued concerning the Task force on Education.<br />

8 1990/91 BUDGET<br />

Annie Popert made a report concerning a meeting held the previous day in<br />

Québec City with representatives from the Québec Ministry of Education<br />

regarding the school board budget.<br />

9 APPROVAL OF EXP<strong>EN</strong>SES<br />

On motion duly made by Sarollie Weetaluktuk, it was unanimously resolved to<br />

adopt the following resolution no. 90/91-327:<br />

RESOLVED:<br />

THAT Putulik Papigatuk shall be reviewing the monthly expenses<br />

from now on replacing George Ittoshat.<br />

10 POVUNGNITUK SCHOOL PROJECT<br />

A conference call was held between the Executive Committee and<br />

representatives from the Education Committee of Povungnituk, Allie Kanarjuq,<br />

the school principal, Aipilie Kunuajuak, the Centre Director, Alasuak Amittu.<br />

The representatives of Povungnituk explained that they consulted the<br />

population of Povungnituk on this issue. They asked for further support from<br />

the school board in trying to obtain increased funding for a bigger project.<br />

The school board representatives explained that it is doubtful at this point that<br />

any additional funding can be obtained from the government and that the board<br />

is worried about further delays on the Povungnituk project as well as its<br />

implications on other projects for other communities.<br />

Annie Popert stressed that the board has supported the wishes and the<br />

interests of the community of Povungnituk all along and that this project has<br />

come a long way from the initial proposal of the ministry to have only a<br />

renovation of existing buildings. If the board cannot pursue this project further<br />

with the Ministry of Education and Treasury <strong>Board</strong> in order to be able to deal<br />

with other communities' urgent needs, it must not be construed as non<br />

support for Povungnituk.<br />

The board shall wait for a final written response from Povungnituk before the<br />

commissioners make a decision on this issue at their June meeting.<br />

ADJOURNM<strong>EN</strong>T<br />

The meeting adjourned at 16:30 hours to be reconvened the following day at<br />

10:00 hours on <strong>May</strong> 23, <strong>1991</strong>, with the same persons attending the meeting.<br />

11 ORGANIZATIONAL CHANGES - EQUIPM<strong>EN</strong>T SERVICES<br />

Annie Popert made a report concerning the events which have taken place<br />

since the position of Director of Equipment Services is vacant. Possible<br />

re-organizational changes were discussed.<br />

On motion duly made by Sarollie Weetaluktuk, it was unanimously resolved to<br />

adopt the following resolution no. 90/91-328:<br />

WHEREAS the position of Director of Equipment Services is vacant;<br />

WHEREAS organizational changes to this department are deemed<br />

necessary and desirable;<br />

RESOLVED:<br />

THAT the position of Director of Equipment Services be and is<br />

hereby abolished and that the responsibilities of this position be and<br />

are hereby redistributed as follows effective <strong>May</strong> 27, <strong>1991</strong>;<br />

The Director of Finance shall and will be responsible for the duties<br />

and operations related to maintenance, construction, communication<br />

systems and northern warehousing;<br />

The Director of Human Resources shall and will be responsible for<br />

the duties and operations related to Transportation and southern<br />

warehousing;<br />

The Associate Secretary General shall and will be responsible for<br />

the duties and operations related to telephone and fax<br />

communications, the internal <strong>Board</strong> courrier system and printing;<br />

THAT the Director General be and is hereby empowered to effect<br />

any adjustments to this division and report back to the Executive<br />

Committee should any changes be required.<br />

On motion duly made by Putulik Papigatuk, it was unanimously resolved to<br />

adopt the following resolution no. 90/91-329:<br />

WHEREAS it is deemed to be in the best interests of the <strong>Board</strong> to<br />

merge Transport Services and the operations of the Dorval<br />

Warehouse;<br />

WHEREAS Mr. Robert Bernier is considered the best candidate to<br />

oversee this dual operation on a long-term basis;<br />

RESOLVED;<br />

THAT Mr. Robert Bernier be and is hereby promoted to the position<br />

of supervisor of Transport services and southern warehouse<br />

operations with the classification of R-1, effective 91-05-27;<br />

THAT Mr. P.A. Bouchard be and is hereby relieved of his duties as<br />

supervisor of student transportation and reassigned as special<br />

assistant to Mr. Bernier effective 91-05-27 and this, without prejudice<br />

to his salary or classification.<br />

12 ORGANIZATIONAL CHANGES - EDUCATION SERVICES<br />

Annie Popert made a report concerning the need to reorganize Education<br />

Services. Possible reorganization changes were discussed.<br />

13 RESCINDING OF A RESOLUTION<br />

On motion duly made by Willie Cain, it was unanimously resolved to adopt the<br />

following resolution no. 90/91-330:<br />

WHEREAS the Executive Committee approved the hiring of Trudie<br />

Quinn as a contractual Adult Education teacher at its regular meeting<br />

held 91-03-07;<br />

approved on 91-03-07, be and is hereby rescinded.<br />

On motion duly made by Sarollie Weetaluktuk, it was unanimously resolved to<br />

adopt the following resolution no. 90/91-332:<br />

WHEREAS Mr. Donald Déry has been non-reengaged by the <strong>Board</strong><br />

effective 91-07-01;<br />

WHEREAS Mr. Donald Déry has submitted his resignation following<br />

this decision of the <strong>Board</strong>;<br />

WHEREAS the <strong>Board</strong> sees no reason to object to this procedure;<br />

RESOLVED:<br />

THAT the resignation of Mr. Déry effective 91-06-30, be and is<br />

hereby accepted without prejudice;<br />

THAT the non-reengagement of Mr. Donald Déry as passed by<br />

resolution of the Executive Committee at its meeting held 91-04-29<br />

be and is hereby rescinded.<br />

15 CONFIRMATION OF APPOINTM<strong>EN</strong>T<br />

On motion duly made by Sarollie Weetaluktuk , it was unanimously resolved to<br />

adopt the following resolution no. 90/91-333:<br />

WHEREAS the hiring of Beverly Bishara in the position of Payroll<br />

Manager effective 90-06-12 was for an initial period terminating<br />

91-06-30;<br />

WHEREAS the Director of Financial Services has recommended the<br />

renewal of this appointment;<br />

RESOLVED:<br />

THAT the appointment of Beverly Bishara as Payroll Manager be<br />

and is hereby confirmed effective 91-07-01.<br />

On motion duly made by Sarollie Weetaluktuk, it was unanimously resolved to<br />

adopt the following resolution no. 90/91-334:<br />

WHEREAS the hiring of Sheila Partridge in the position of Student<br />

counsellor effective 91-07-01 was for an initial period terminating<br />

91-06-30;<br />

WHEREAS the Education committee of Kuujjuaq has recommended<br />

the renewal of this appointment;<br />

RESOLVED:<br />

THAT the appointment of Sheila Partridge as Student counsellor be<br />

WHEREAS Education Services and the Education Committee of<br />

Aupaluk have recommended the renewal of this appointment;<br />

RESOLVED:<br />

16 LEAVE-OF-ABS<strong>EN</strong>CE<br />

THAT the appointment of Martin Scott as teaching Principal of<br />

Taqsakallak <strong>School</strong> in Aupaluk be and is hereby confirmed effective<br />

91-07-01.<br />

On motion duly made by Willie Cain, it was unanimously resolved to adopt the<br />

following resolution no. 90/91-336:<br />

WHEREAS Jessica Arngak has requested a leave-of-absence for<br />

personal reasons from 91-07-01 to 92-06-30;<br />

WHEREAS due consideration has been given to the motives of said<br />

request;<br />

RESOLVED:<br />

THAT subject to the approval of the Education Committee of<br />

Kangiksujuaq, Jessica Arngak be and is hereby granted a leave<br />

without pay from July 01, <strong>1991</strong> to June 30, 1992.<br />

On motion duly made by Sarollie Weetaluktuk, it was unanimously resolved to<br />

adopt the following resolution no. 90/91-337:<br />

WHEREAS Pasha Puttayuk has requested a leave-of-absence for<br />

personal reasons from 91-07-01 to 92-06-30;<br />

WHEREAS due consideration has been given to the motives of said<br />

request;<br />

WHEREAS Rosie Etok has requested a partial leave-of-absence<br />

from 91-03-18 to 91-08-31;<br />

WHEREAS due consideration has been given to the request in light<br />

of the motives for the request and the needs of the <strong>Board</strong>;<br />

RESOLVED:<br />

THAT Rosie Etok be and is hereby granted a partial leave-ofabsence<br />

of fifty (50) percent from 91-03-18 to 91-08-31.<br />

17 LEAVE-OF-ABS<strong>EN</strong>CE WITH SPECIAL ASSIGNM<strong>EN</strong>T<br />

On motion duly made by Willie Cain, it was unanimously resolved to adopt the<br />

following resolution no. 90/91-339:<br />

WHEREAS Education Services have requested that Ida Ningiuk be<br />

assigned as Pedagogical Counsellor for Teacher Training for the<br />

<strong>1991</strong>-1992 school year;<br />

WHEREAS Ida Ningiuk has accepted this assignment;<br />

RESOLVED:<br />

THAT Ida Ningiuk be granted special leave from her teaching<br />

position from 91-07-01 to 92-06-30 for the purpose of accepting this<br />

assignment.<br />

On motion duly made by Sarollie Weetaluktuk, it was unanimously resolved to<br />

adopt the following resolution no. 90/91-340:<br />

WHEREAS Rosemary Grinham has requested a partial leave-ofabsence<br />

for the purpose of accepting a special assignment as a bythe-lesson<br />

adult education teacher from 91-02-25 to 91-03-08;<br />

WHEREAS the Director of Adult Education Services recommends<br />

the granting of this leave;<br />

RESOLVED:<br />

THAT Rosemary Grinham be and is hereby granted a partial leaveof-absence<br />

from 91-02-25 to 91-03-08 for the purpose of accepting<br />

this special assignment;<br />

a four (4) year program of deferred compensation with a sabbatical<br />

leave;<br />

WHEREAS the <strong>Board</strong> has considered the merit of this request in<br />

light of <strong>Board</strong> policy and the needs of Kiliutaq <strong>School</strong>, Umiujaq;<br />

RESOLVED:<br />

THAT Michel Pagé's request for a four (4) year deferred<br />

compensation plan with a sabbatical leave from July 01, 1994 to<br />

June 30, 1995, be and is hereby approved.<br />

WHEREAS the <strong>Board</strong> has considered the merit of said request in<br />

conditions of <strong>Board</strong> employees, and the impact of granting said<br />

32 SEARCH AND RESCUE<br />

THAT Pam Ningiuruvik's request be and is hereby approved.<br />

A discussion ensued concerning search and rescue operations in which<br />

employees of the board have to take part in from time to time. A policy shall<br />

be drafted in this respect for the Council of commissioners meeting.<br />

33 LETTER FROM MICHEL QUINN<br />

Annie Popert tabled a letter from Michel Quinn, centre director of Adult<br />

Education in Inukjuak, regarding the Education Committee's recommendation<br />

not to include Qallunaat in the Inuit traditional skill courses.<br />

The Executive Committee felt that this type of courses must be taught in the<br />

first language because of the nature of the course. Therefore, the decision of<br />

the Education Committee would be maintained.<br />

34 TRADITIONAL SKILL CAMP IN KANGIRSUJUAQ<br />

Annie Popert presented a request from Kangirsujuaq for the building of a<br />

traditional skill camp. A preliminary estimate of this proposal shows that it<br />

would cost between sixteen to thirty thousand dollars.<br />

The Executive Committee decided to refer this matter to the next Council of<br />

Commissioners meeting.<br />

35 SCHOOL CAL<strong>EN</strong>DAR OF POVUNGNITUK<br />

Renée Carrier attended the meeting to present the proposed school calendar<br />

of Povungnituk for the school year <strong>1991</strong>/92.<br />

On motion duly made by Willie Cain, it was unanimously resolved to adopt the<br />

following resolution no. 90/91-373:<br />

39 HEAVY EQUIPM<strong>EN</strong>T OPERATORS COURSE<br />

Jim Delaurier attended the meeting to present an update report on a proposal<br />

to offer to Inuit students heavy equipment operators course in connection with<br />

the Great Whale River Project.<br />

A discussion ensued on this matter. The commissioners felt that the board did<br />

not want to be involved in the delivery of a course linked with the Great Whale<br />

Project at a time where a number of Inuit are opposed to the project and the<br />

Crees are fighting hard against it. The board prefers to wait and see if the<br />

project will go ahead before getting involved in providing this course.<br />

40 T V N C<br />

Jim Delaurier explained that Television Northern Canada won't grant new<br />

membership to their board until it has been in operation for a year. However,<br />

it can grant associate memberships but the school board would have to pay<br />

for it's travel to attend board meetings. A discussion ensued on this matter.<br />

On motion duly made by Sarollie Weetaluktuk, it was unanimously resolved to<br />

adopt the following resolution no. 90/91-379:<br />

RESOLVED:<br />

THAT Jim Delaurier be and is hereby appointed representative of<br />

the <strong>Kativik</strong> <strong>School</strong> <strong>Board</strong> to the board of T V N C and Bruna<br />

Mastroianni be and is hereby appointed to the scheduling committee.<br />

41 PILOT TRAINING - CORNWALL AVIATION<br />

The Co-ordinator of Student Services, Paul Khatchadourian, attended the<br />

meeting to make a report on a visit he just made to Cornwall Aviation for the<br />

Pilot Training program.<br />

There will be four pilot trainees during the school year <strong>1991</strong>/92. Due to budget<br />

constraints two trainees will start their course in September and two others will<br />

start in January. This shall require about fifteen thousand dollars (15000$)<br />

extra funding from Ilivvik and would have to go through the Ilivvik <strong>Board</strong> for<br />

approval.<br />

The Executive Committee agree that Ilivvik should provide this extra funding of<br />

fifteen thousand dollars (15 000$).<br />
