Driven by our social responsibility, Qatar General Electricity and Water Corporation “KAHARAMAA”<br />

celebrated Qatar National Sports Day by organizing various sports activities at Katara Cultural<br />

Village. The event witnessed interaction among KAHARAMAA family members represented by HE<br />

Dr. Mohammed bin Saleh Al Sada, Minister of Energy and Industry, HE Engineer Essa bin Hilal Al<br />

Kuwari, KAHARAMAA President, and a large gathering of employees and their families dressed in<br />

sports uniforms in preparation for trying all sports available for all ages.<br />

The celebration of Sports Day came in accordance with the Emiri Decree No. (80) for the year<br />

2011 to mark the National Sports Day on the second Tuesday of February in every year, which is a<br />

civilized action by all standards and indicates the appreciation of Qatar’s Government and people<br />

for the role of sport and the importance of practicing it. Sport is a civilized and healthy behaviour<br />

and beneficial to everybody that practices it. According to the four basic pillars of Qatar National<br />

Vision 2030 to achieve sustainable development for our beloved country, the achievement of social<br />

and human development can be attained only with the existence of healthy and active citizens<br />

in the society.<br />

We in KAHARAMAA recognize the value of sport and athletes and we always encourage our<br />

employees to exercise in order to realize its importance and its role in the lives of individuals and<br />

communities. The event that we held is nothing but an expression of our deep commitment to<br />

contribute to improving the health and well-being of the Qatari society in general, and employees<br />

in particular. Sport and physical activities provide everybody the opportunity to actively participate<br />

and use their energies in a positive way that benefits both their health and efforts for achieving the<br />

H.E. Minister of Energy & Industry Visited KAHRAMAA CSD<br />

H.E. Dr. Mohammed bin Saleh Al-Sada<br />

Minister of Energy & Industry and KAH-<br />

RAMAA President H.E. Eng. Essa bin<br />

Hilal Al-Kuwari paid a visit to KAHRAMAA Customer<br />

Service Department (CSD). It comes<br />

within the Minister’s interest in the development<br />

of KAHRAMAA services.<br />

At the beginning of the visit, a presentation was<br />

given by Customer Services Manager Eng.<br />

Nasser Al-Mohannadi on Customer services<br />

performance and new projects.<br />

The senior officials then inspected the services<br />

provided for customer especially the single<br />

window scheme meant to meet all the requirements<br />

of customers easily and on the spot by<br />

one employee making procedures easier, saving<br />

time and effort.<br />

Al-Kuwari said,” KAHRAMAA is in the process of<br />

launching new projects for the provision of high<br />

quality services at the lowest effort and cost.<br />

The single window scheme runs in this context”<br />

CSD considers the increasing customer number<br />

and the comprehensive development the State<br />

witnesses. CSD has set various plans covering<br />

a five year period. They are annually reviewed<br />

and amended if necessary. CSE works as per<br />

QNV 2030 and QNDS 2011 – 2016 in order to<br />

achieve the sustainable development. There is<br />

an overall plan to study customer requirements<br />

and search ways of developing automated<br />

services to make procedures more convenient.<br />

In this context, there is cooperation with other<br />

KAHRAMAA departments.<br />

KAHRAMAA<br />

& BARWA Signed MoU for AMR<br />

Within the coordination and cooperation<br />

between Qatar General Electricity<br />

& Water Corporation “KAHRAMAA”<br />

and BARWA Real Estate, a Memorandum of<br />

Understanding (MoU) was signed between the<br />

two parties for the provision of Automatic Meter<br />

Reading (AMR) at BARWA projects. The MOU<br />

was signed by KAHRAMAA President H.E. Eng.<br />

Essa hilal Al-Kuwari and BARWA CEO Eng. Abdulla<br />

Abdulaziz Al-Subaie. The signing ceremony<br />

was attended by a number of top officials from<br />

both parties. At the beginning of the ceremony,<br />

Eng. Al-Kuwari welcomed the attendance<br />

stressing KAHRAMAA commitment to achieve<br />

cooperation and coordination with BARWA and<br />

different State authorities for the provision of<br />

high quality electricity and water services.<br />

It is meant for the development of State economic<br />

sectors. KAHRAMAA President hailed<br />

the corporate cooperation between the State<br />

leading corporations. It is worth to mention that<br />

the MoU signing is the outcome of coordination<br />

meetings between KAHRAMAA and BARWA<br />

where the later expressed its interest in installing<br />

an automatic meter reading system in its real<br />

estate projects. KAHRAMAA is now in the process<br />

of implementing a project for remote meter<br />

reading all over the State as per the highest<br />

standards and approved specifications. Upon<br />

completion, it will be one of the latest systems<br />

in the world.<br />

Doha to Host 10th GCC Water Conference on April 22<br />

Under the patronage of HE Minister of<br />

Energy and Industry, Dr Mohammad<br />

Saleh Al Sada, Doha will host for the<br />

second time the 10th GCC Water Conference<br />

on April 22-23, HE Engineer Issa bin Hilal Al Kuwari,<br />

President of Qatar General Electricity and<br />

Water Corporation (KAHRAMAA), announced<br />

recently.<br />

The Conference is jointly organized by the Water<br />

Science and Technology Association (WSTA),<br />

Qatar General Electricity and Water Corporation<br />

(KAHRAMAA) and GCC Secretariat General under<br />

the slogan “Water in the GCC States - The<br />

Water-Energy-Food Nexus” at Grand Hayat<br />

Hotel, Doha.<br />

This was announced at a press conference in<br />

the presence of HE Engineer Issa bin Hilal Al<br />

Kuwari, Eng Ali Saif Al Maliki, head of the Conference<br />

Organizing committee and Director of<br />

Water Network Systems at KAHRAMAA, Mr<br />

Raed Chehayeb, Managing Director of Interactive<br />

Business Networks (IBN), in addition to<br />

representatives of companies sponsoring the<br />

conference, a number of KAHRAMAA Managers,<br />

a large crowd of representatives of the<br />

sponsors of the conference and Qatar, Gulf,<br />

Arab and international press delegates<br />

KAHRAMAA<br />

Meet with Electricity Contractors on 2012 Plan<br />

Qatar General Electricity & Water Corporation<br />

“KAHRAMAA” represented<br />

by Electricity Distribution Department<br />

(ED) held a meeting with electricity contractors<br />

in Qatar to familiarize them on Department upcoming<br />

2012 tenders. The department believes<br />

that the contractors will be better prepared to<br />

meet the requirements of the project and hence<br />

improve quality, also the tendering procedures<br />

become more competitive and transparent.<br />

A presentation was displayed on 2012 tenders.<br />

They are grouped under: construction<br />

(electricity distribution network works, direct<br />

service connections, civil maintenance works<br />

of electrical sub-stations, and construction of<br />

over headlines), maintenance (cable fault repair<br />

round the clock, disconnection of distribution<br />

services, maintenance of diesel generators),<br />

standby (supply of skilled technicians for load<br />

reading) protection (improvement of protection<br />

system, routine maintenance of system<br />

protection, and calibration of instruments), and<br />

condition monitoring (condition monitoring for<br />

equipment of electrical distribution substations<br />

11/0.4 KV and LV overhead lines of electrical<br />

distribution network).<br />

Al-Sada Formed PWRC Technical Committee<br />

H.E. Dr. Mohammed bin Saleh Al-Sada,<br />

Minister of Energy & Industry, Chairman<br />

of Permanent Water Resources<br />

Committee (PWRC) issued a decision No. 1<br />

for 2012 for the formation of PWRC technical<br />

consulting committee, membership, responsibilities,<br />

and competency.<br />

The decision is based on the 1st meeting held<br />

in KAHRAMAA headquarters under the chairmanship<br />

of H.E. Dr. Al-Sada, in the attendance<br />

of PWRC Vice Chairman H.E. the Minister of<br />

Environment Abdullah bin Aaboud al-Mi’dhadi,<br />

PWRC members HE the Minister of Municipality<br />

and Urban Planning Sheikh Abdulrahman bin<br />

Khalifa Al Thani, His Excellency Eng. Nasser Ali<br />

Al-Mawlawi, President of Public Works Authority<br />

(Ashghal), H.E. Dr. Dr Saleh Al-Nabet secretary<br />

general of the Secretariat for Development<br />

Planning, and H.E. Essa Hilal Al-Kuwari, KAH-<br />

RAMAA President and PWRC General secretary.<br />

Al-Sada said in the first meeting “PWRC is<br />

meant to reserve Qatar water resources and<br />

face the water challenges to meet the current<br />

tnad future requirements under the wise<br />

leadership of H.H Sheikh Hamad bin Khalifa<br />

Al-Thani”<br />

KAHRAMAA President H.E. Al-Kuwari said, “the<br />

sustainable management of water resources is<br />

a strategic option. It is a key element for the<br />

achievement of sustainable development” Al-<br />

Kuwari clarified that searching for technical,<br />

economic, and social alternatives to preserve<br />

water is a common responsibility that calls for<br />

cooperation of all parties. The technical committee,<br />

working under the supervision of PWRC, is<br />

headed by KAHRAMAA Water Networks Director<br />

Eng. Ali Saif Al-Malki, and the membership<br />

of representatives of KAHRAMAA, Ministry of<br />

Environemnt, Ashghal, and Secretariat for Development<br />

Planning. The committee should<br />

provide technical advice, follow up technical<br />

researches and studies falls under the PWRC<br />

competency, and review program and projects,<br />

suggest mechanism of implementation, coordinate<br />

activates related to the implementation of<br />

water resources plans, and develop the quarter<br />

report submitted to the cabinet of ministersIt is<br />

worth to mention that PWRC was formed under<br />

Emiri decree No. 19 for 2011. Qatar General<br />

Electricity & Water Corporation “KAHRAMAA”<br />

was entitled to assume the general secretariat<br />

under the decision of the cabinet of ministers in<br />

the 35th meeting of 2011.<br />

Meant to review and evaluate performance:<br />

KAHRAMAA Held the 4Q 2011 CPR Meeting<br />

Qatar General Electricity & Water Corporation “KAHRAMAA” held<br />

the Corporate Performance Review (CPR) of the 4th quarter<br />

2011. The meeting was chaired by KAHRAMAA President H.E.<br />

Eng. Essa bin Hilal Al-Kuwari in the attendance of KAHRAMAA Directors,<br />

Managers, Head of Sections. The CPR is meant to review and evaluate<br />

performance and work progress as per the approved plans in a way<br />

promotes KAHRAMAA values.<br />

The meeting reviewed the performance development of the different<br />

departments, work progress in current projects, problem analysis, and<br />

executive procedures taken to overcome. The meeting focused on the<br />

strategic plans and projects KAHRAMAA implemented in the electricity<br />

and water sectors in addition to customer services and other services it<br />

provides. The meeting reviewed as well KAHRAMAA strategic vision of<br />

future projects in line with Qatar need of electricity and water as a result<br />

of the comprehensive development the State witnesses.<br />

At the end of the meeting, H.E. Al-Kuwari expressed his appreciation<br />

of the accomplishments achieved and the great development of KAH-<br />

RAMAA business and projects in 4Q 2011 . He also hailed the efforts<br />

of KAHRAMAA staff who contributed to the development KAHRAMAA<br />

witnessed at all levels. Al-Kuwari stressed KAHRAMAA commitment to<br />

anticipate the future and efficiently meet Qatar need of electricity and<br />

water.<br />

Honored Distinguished Staff<br />

KAHRAMAA President, H.E. Eng. Essa<br />

bin Hilal Al-Kuwari honored Eng. Hashim<br />

Mohammed Al-Sada, Project Manager<br />

at Technical Affairs directorate on winning<br />

the golden medal for inventing a camping system<br />

operated by solar energy and Eng. Rashid<br />

Rahimi, Project Manager at Technical Affairs on<br />

winning the silver medal for his project “the renewable<br />

energy” in the International Invention<br />

Fair in the Middle East held in Kuwait during the<br />

period from 21 – 24 October 2011.<br />

The honoring ceremony was attended by Eng.<br />

Khamis Al-Mohannadi, Corporate Services Director,<br />

Eng. Ahmed Al-Nasr Technical Affairs<br />

Director, Mr. Abdullah Anbar, Public Relations<br />

& Communication Department manager, and<br />

Eng. Mohammed Al-Dosari, Electricity Projects<br />

Manager.<br />

H.E. Al-Kuwari stressed his full support to<br />

youth to implement their projects saying “we<br />

in KAHRAMAA are proud of our young Qatari<br />

inventors. KAHRAMAA endeavors to adopt<br />

the inventions of promising Qatari cadres that<br />

contributes to electricity and water sectors”<br />

Al-Kuwari added that theses inventions greatly<br />

supports the future plans of Conservation and<br />

Energy Efficiency Department. Eng. Hashim<br />

Al-Sada expressed his appreciation to KAH-<br />

RAMAA President H.E. Al-Kuwari for his honor<br />

and support since joining KAHRAMAA. Eng. Al-<br />

Sada has resumed his academic study within<br />

KAHRAMAA sponsorship and get BSc. in electrical<br />

and electronic engineering from Bradford<br />

University, UK. He worked also at as Head of<br />

renewable energy at Qatar Science Club.<br />

Eng. Rashid Rahimi extended gratitude to<br />

H.E. KAHRAMAA President, Eng. Khamis Al-<br />

Mohannadi, Eng. Ahmed Al-Nasr and Eng.<br />

Mohammed Al-Dosari for giving him the opportunity<br />

to finished his university study and<br />

their continuous support. Eng. Rahimi joined<br />

KAHRAMAA scholarship program, studied at<br />

College of North Atlantic College then Bedford<br />

University, UK where he was graduated with<br />

grade v.good after studying electrical and electronic<br />

engineering.<br />

KAHRAMAA<br />

Water Quality Laboratory attains ISO certification<br />

Water Quality Laboratory of Qatar General Electricity and Water Corporation (KAH-<br />

RAMAA) attained ISO17025:2005 certification (Certificate number 3265.01). Accreditation<br />

Council CEO, the American Association for Laboratory Accreditation (A2LA), issued<br />

a decision granting KAHRAMAA Water Quality Laboratory the accreditation as the<br />

rigorous tests done by A2LA proved that the laboratory complies with the international<br />

requirements in this regard.<br />

With this achievement, Water Quality Laboratory will be is one of 135 non-commercial<br />

chemical laboratories in the world that are allowed to use A2LA slogan and internationally<br />

recognized to be able to perform tests competently. Locally, this is a major achievement<br />

and it makes the Laboratory a leader among all laboratories in ministries and<br />

government agencies in Qatar, which is considered an outstanding achievement and a<br />

source of pride for KAHRAMAA, in general, and water affairs, in particular.<br />

It is worth mentioning that this accreditation will open the door to KAHRAMAA Water<br />

Quality Laboratory to be a certified international reference in Qatar and abroad for the<br />

analysis of samples and giving reliable and accurate results.<br />

inks major contracts worth QR4 billion for the<br />

development of electricity and water networks<br />

KAHRAMAA signed recently a series of<br />

contracts for major electricity and water<br />

projects with a total value of QR4<br />

billions. The contracts included QR3.65 billions<br />

for projects of Phase 10 for developing and expanding<br />

the electricity transmission network in<br />

Qatar , about QR300 millions for the consulting<br />

contract for the construction of water tanks and<br />

contracts for strategic projects for developing<br />

water systems, and QR64 millions for a pilot<br />

project for installing and using of the advanced<br />

network of smart meters at the county level.<br />

Signing those contracts reflects the vitality of<br />

infrastructure projects sector in Qatar and the<br />

success of the partnership between KAH-<br />

RAMMA and international, GCC and local leading<br />

companies in electricity and water sectors.<br />

Those projects also opened the door to KAH-<br />

RAMMA in terms of investment in human capital<br />

in company and the State through training<br />

and qualification programmes for the corporation’s<br />

engineers and technicians to be able,<br />

after the delivery of those projects, to manage<br />

them themselves, and confirmed the success<br />

of KAHRAMAA to do so during the previous ten<br />

years.<br />

During the last five years, more than QR60 billion<br />

was spent on projects of development and<br />

expansion of electricity and water networks.<br />

Developing electricity infrastructure is very important<br />

and vital to keep up with the State’s development<br />

plans in many sectors. Investment<br />

today in the development of electricity and water<br />

networks is very essential to keep the State<br />

of Qatar an attractive environment for business<br />

in a region that experiences strong economic<br />

competition.<br />

As for development of water networks, the value<br />

velopment of water networks and sustainable<br />

management of the water sector is estimated<br />

at about QR22 billions, which comes within the<br />

framework of preparations to meet the demand<br />

and continuous growth witnessed by Qatar in<br />

many vital economic sectors.<br />

Electricity Projects<br />

The projects of electricity development and<br />

expansion have gone through several stages.<br />

Phase 5 project started in 2004 and took two<br />

years to finish at a cost of QR8 millions in order<br />

to strengthen the existing grid and meet<br />

the needs of the growing demand for electricity,<br />

while Phase 6 cost was at QR2.7 billions<br />

and it completed the network expansion and<br />

construction of about 37 stations that were operational<br />

by the end of 2007. Phase 7 included<br />

9 contracts with a total value of QR7.313 billions<br />

and is considered to be one of the biggest<br />

projects of electricity transmission in the world.<br />

It aimed to create and develop KAHRAMMA<br />

electricity grids including power stations, transmission<br />

lines, overhead and underground<br />

lines and the development of National Control<br />

Centre. Work in Phase 8 started in 2009 and<br />

was completed in the fourth quarter of 2010,<br />

whereas Phase 9 cost was QR4.3 billions.<br />

Water projects<br />

Water projects include singing a contract for<br />

consulting services for design and supervision<br />

of water mega reservoirs in order to increase<br />

water storage capacity estimated at 3500 million<br />

gallons. This project is considered to be<br />

one of the major projects of its kind in the world.<br />

Its duration is 52 months and it will help KAH-<br />

RAMAA supply water for seven days in ordinary<br />

cases and longer in exceptional and emergency<br />

cases, as well as installing 200km of pipelines<br />

with large diameters to connect the new<br />

mega reservoirs with current water stations, in<br />

addition to 24-month projects to install water<br />

distribution networks in Rawdet Al-Hamam<br />

area with a total length of 195 km and diameters<br />

ranging from 100mm to 900mm and<br />

connecting them to the existing houses in the<br />

same area, and installation of new water distribution<br />

networks in Al-Sailiyah North (No. 53)<br />

and Um Al-Zubara (No. 8) areas and suburbs<br />

with a total length of 115 km and diameters<br />

ranging from 100mm to 900mm. The duration<br />

of this project is 24 months. To enhance<br />

water strategic security, KAHRAMAA singed<br />

a contract for consulting services for building<br />

strategic waster mega reservoirs at the State<br />

level with a total capacity of more than 1600<br />

million gallons per day along with associated<br />

transmission and distribution water networks.<br />

This project will contribute directly to enhancing<br />

water strategic security and securing a stock of<br />

water to ensure the continuity of supplies for up<br />

to seven days in ordinary cases and for longer<br />

periods in cases of emergencies.<br />

Smart meters<br />

The goal of the pilot project of electricity and water<br />

smart meters is to replace 17,000 electricity<br />

meters and 15,000 water meters in Al Sadd and<br />

West Bay areas with a new type of smart electricity<br />

and water meters, and the project will last<br />

for 16 months with a warrantee period. If the pilot<br />

project is successful, KAHRAMAA will adopt<br />

the technology of the smart meters pilot project<br />

as a strategic option for meter installation and<br />

reading. That will enable KAHRAMAA to provide<br />

unique customer services in the whole country<br />

by 2016 and improve procedures for managing<br />

and monitoring electricity and water meters in<br />

Qatar.<br />

One of the benefits of electricity and water smart<br />

meter system is that it allows reading the meters<br />

remotely and directly without any human<br />

intervention after installation. Data in the system<br />

is automatically transferred by a sophisticated<br />

fiber optic communication network to the control<br />

centre in order to issue bills, which will help<br />

in managing and controlling loads and obtaining<br />

realistic and real-time readings.It is worth mentioning<br />

that KAHRAMAA will introduce many opportunities<br />

in the field of electricity and water infrastructure<br />

in Qatar during the period from 2011<br />

- 2021. The values of the development plans in<br />

electricity generation, water production and expansion<br />

of electricity and water networks during<br />

that period is estimated at about QR69 billions,<br />

and the expected investment in projects of developing<br />

electricity networks during the next ten<br />

years is estimated at about QR30 billions.<br />

Major and mega international companies are eying<br />

the projects of development and expansion<br />

of electricity grids in Qatar.<br />

Water is a key element in development<br />

and indispensible for all social, economic<br />

and industrial development<br />

projects. Therefore, all nations seek to provide<br />

water continuously from all available sources to<br />

meet the water growing needs.<br />

Qatar organizes in March many water events.<br />

It joins the world in the observing World Water<br />

Day on March 22 every year, joins the Arab<br />

countries on March 3 of every year in Arab<br />

Water Day celebrations, and joins the GCC<br />

countries in observing GCC Water Week starting<br />

from March 22 as a reminder of the importance<br />

of this vital resource, the challenges<br />

GCC countries face to provide water and the<br />

need for preserving it for sustainable future development.<br />

To participate in the celebrations, the State<br />

of Qatar has been keen, through Qatar General<br />

Electricity and Water Corporation “KAH-<br />

RAMAA”, on organizing a number of event to<br />

educate the participants about the importance<br />

of water and ways of conserving it and reducing<br />

its waste pursuant to Act No. 26 of 2008 on<br />

the conservation of electricity and water.<br />

KAHRAMAA held many events this year to<br />

ter Day this year under the slogan “The world<br />

is thirsty because we are hungry” because this<br />

topic is very importance in our lives especially<br />

since we live in one of the regions with the<br />

most scarce water resources. Therefore, we<br />

face many challenges, most important of which<br />

the accelerated depletion and increasing salinity<br />

of groundwater, the scarcity of rainfall and<br />

the steady increase in demand for water as a<br />

result of population growth and rapid economic<br />

development.<br />

He added that the United Nations adopted in<br />

1992 a decision to mark March 22 as the World<br />

Water Day and invited the world to celebrate<br />

this day to raise awareness among the population<br />

by clarifying the proper ways of water use<br />

for different purposes and the importance of its<br />

conservation. GCC also observes the World<br />

water Day as the Joint Committee of Water and<br />

Electricity Conservation and Customer Services<br />

marked a week to celebrate this occasion in order<br />

to promote among the citizens and expats<br />

in the GCC countries a culture of awareness of<br />

the situation of water and the need to remedy<br />

the risks posed by the waste and misuse of this<br />

vital resource, which adversely affects the process<br />

of sustainable development in the region.<br />

As for Qatar, water sector has a prominent role<br />

in the accelerated development experienced by<br />

the country. Given the importance of this sector<br />

and its effectiveness, the Ministry of Energy<br />

and Industry, represented by the Qatar General<br />

Electricity and Water Corporation “KAH-<br />

RAMAA”, took the initiative to develop and<br />

modernize that facilities that are vital to the sector<br />

in order to raise productivity and meet growing<br />

demand in a number of ways to achieve the<br />

requirements of social and economic development,<br />

including the establishment of new water<br />

plants to support water networks, the adoption<br />

of parallel plans for the rehabilitation and maintenance<br />

of existing plants in order to provide a<br />

service of a better quality that meets the needs<br />

of citizens and expatriates.<br />

The investment required over the next ten years<br />

in developing water system projects are estimated<br />

at QR22 billions. That’s an important<br />

initiative to address the unprecedented growth<br />

witnessed by the state in all fields, especially in<br />

infrastructure.<br />

In order to achieve Qatar’s water security, KAH-<br />

RAMAA developed a strategic plan to study<br />

and implement the construction of mega water<br />

reservoirs to secure a reserve of water in an attempt<br />

to ensure the continuity of supply for up<br />

to seven days under any exigent circumstances<br />

in order to meet the requirements of the Qatar<br />

National Food Security Programme.<br />

At the end of his speech, the Minister stressed<br />

that the preservation of water is a joint responsibility<br />

as we all have to work to preserve water<br />

resources and refrain from wasting it by instilling<br />

a culture of conservation in the minds of the<br />

youth.<br />

ministries, public and private institutions<br />

and civil society in the conservation of water<br />

resources in every facility, city, country, geographical<br />

region and the world.<br />

We at KAHRAMAA will remain loyal to our mission<br />

and under the umbrella of the Standing Committee<br />

on Water Resources under the Emiri Decree<br />

No. (19) mandating KAHRAMAA to be the<br />

Committee›s secretariat and host its meetings.<br />

On this occasion I would like to praise my<br />

colleagues in Water Affairs Department and<br />

Customer Services in KAHRAMAA for their<br />

outstanding efforts for providing safe drinking<br />

water that conforms to the World Health Organization<br />

(WHO) standards, optimizing water<br />

management, continuation of infrastructure<br />

projects, developing networks, supplying water<br />

24/7, developing the strategic framework and<br />

beginning implementing development projects<br />

of a strategic reserve of water in the State in<br />

line with the Qatar National Vision 2030 and the<br />

National Strategy for Development from 2011<br />

to 2016, in spite of the growth in the number of<br />

customers, as the number of water customers<br />

in the State of Qatar increased by 21.6% yearon-year<br />

in 2011 to reach 225,851 customers<br />

compared with 2010 statistics.<br />

As in every year, the celebration of Arab Water<br />

Day today coincides with GCC Water Week,<br />

which also marks the celebration of World Water<br />

Day (March 22 in every year). The celebration<br />

also coincides with KAHRAMAA preparations<br />

to host the 10th GCC Water Conference<br />

in Doha, organized by KAHRAMAA, GCC Water<br />

Science and Technology Association (WSTA)<br />

and the GCC Secretariat General from April 22<br />

– 24, 2012. I stress on KAHRAMAA responsibility<br />

in this area and its commitment to the slogan<br />

of the Arab Water Day “Preservation of water<br />

resources is a joint responsibility” by calling<br />

upon all citizens and expats to stop for one day,<br />

which falls on Saturday March 3, 2012, to review<br />

their habits of water use and achieve water<br />

conservation, which is the responsibility of every<br />

individual, organization and institution in Qatar.<br />

During that day, we in Qatar General Electricity<br />

and Water Corporation (KAHRAMAA) will monitor<br />

any increase or decline in water consumption<br />

at the State level, announce the amount of<br />

the increase or savings in water use, make a<br />

objective comparison of indicators of water use<br />

and publish these conclusions later through the<br />

media so as to make the celebration of this day<br />

a milestone for the rest of the year.<br />

Corporation “KAHRAMAA” started<br />

its preparations to celebrate the National<br />

Sports Day 2012 since the issue of the<br />

Emiri Decree No (80) for 2011 by HH Sheikh<br />

Tamim Bin Hamad Al Thani the Deputy Emir<br />

proclaiming the second Tuesday of February<br />

each year Qatar’s National Sports Day. A committee<br />

headed by Mr. Abdulla Anbar Al Jassim<br />

the Manager of Public Relations and Communication<br />

Department was formed to oversee the<br />

organization of KAHRAMAA’s sporting function<br />

to mark this grand occasion.<br />

KAHRAMAA organized a remarkable sporting<br />

bonanza at Katara (the Cultural Neighborhood)<br />

on February 14th. HE Dr. Mohammed Saleh Al<br />

Sada the Minister of Energy and Industry and<br />

HE Eng. Essa Bin Hilal Al Kuwari the President<br />

of KAHRAMAA inaugurated the corporation’s<br />

celebration of the National Sports Day with<br />

the participation and patronage of a number of<br />

companies.<br />

Several employees of KAHRAMAA alongside<br />

with their family members and a number of the<br />

employees from other companies participated<br />

in the function. HE Eng. Al Kuwari the President<br />

of KAHRAMAA announced that the decision of<br />

HH Sheikh Tamim Bin Hamad Al Thani The Heir<br />

Apparent regarding the National Sports Day is<br />

considered to be a progressive decision by all<br />

counts; and it indicates the State’s popular and<br />

official appreciation of the role and importance<br />

of sports in the wellbeing of the society.<br />

the value of sports and sports people,<br />

and we always encourage our employees<br />

to exercise. This is most evident in our continuous<br />

of Energy and Industry; and in one of those<br />

we won the Qatar Petroleum Chairman Football<br />

KAHRAMAA, the celebration featured miscellaneous<br />

sports activities including basketball,<br />

beach football, bowling, water sports and<br />

running competitions, in addition to individual<br />

sports such as cycling and other all-age sports<br />

activities, which continued throughout the day.<br />

As KAHRAMAA is very keen for the families of<br />

its employees to be with them in such an occasions<br />

an exclusive area was dedicated for<br />

ladies where they can have their privacy and<br />

engage in a sports program including aerobics<br />

with the help and guidance of a professional female<br />

instructor. The sports day also witnessed<br />

special functions for the children including a<br />

number of sports activities such as golf, bowling,<br />

basketball, football, and wall climbing, in<br />

addition to photography studio arrangements<br />

to take instant photos with the participation<br />

of Qattorah and Kahroob, the children’s two<br />

comic characters. The day included a recess<br />

for Dhuhr group prayers and a religious speech<br />

about the importance of sports in Islam. All<br />

participants were happy about taking part in<br />

this function and declared that they have benefited<br />

from it and expressed their belief in the<br />

importance of practicing sports on daily basis.<br />

and Water Conference and Exhibition held in<br />

conjunction with the Middle East Electricity<br />

and Water World Conference (POWER-GEN<br />

Middle East), one of the most prestigious specialized<br />

events held in Qatar, in which Qatar<br />

General Electricity and Water Corporation<br />

“KAHRAMAA” participated as a partner and a<br />

major sponsor.<br />

Giving the inaugural speech, HE the minister<br />

was followed by other speakers including<br />

H.E. Eng. Essa Bin Hilal Al-Kuwari, President<br />

of KAHRAMAA and Mr. Fahad Hamad Al-Mohannadi<br />

the General Manager of Qatar Electricity<br />

& Water Company (QEWC), who gave an<br />

account of the latest developments in Qatar’s<br />

emerging industrial base, and Mr. Glenn.Ensor<br />

the Director of International Events at PennWell<br />

Corporation of the UK. HE the minister also inaugurated<br />

the exhibition showcasing the latest<br />

solutions and designs for electricity and waterrelated<br />

industries held in conjunction with the<br />

conference with the participation of over 130<br />

companies representing 23 countries from all<br />

corners of the world. In his statements about<br />

this grand event HE Dr Al Sada said that Qatar<br />

adopts a plan which it has been implementing<br />

for some years now to make Qatar as it is today<br />

one of a very few countries with a surplus<br />

supply of electricity and water. He said that<br />

Qatar continues to plan for the future in light of<br />

the accelerated development that the country<br />

is witnessing in all residential, economic and<br />

industrial fields.<br />

He added that development at such astounding<br />

rate requires additional supplies of electricity<br />

and water. Water and electricity consumption<br />

in Qatar has increased during the past five<br />

years at 13% and 11% respectively, while the<br />

ratio is only 2% in the rest of the world. “This is<br />

why we are in continuous race which we won<br />

to become one of the very few countries with<br />

surplus supply of respectively third and over<br />

20% of its required amount of power and water<br />

supplies, thus surpassing the current local<br />

requirements for these essential resources”,<br />

he added. He stressed the importance of the<br />

conference which gathers under one roof for<br />

the first time the world’s major players in electricity<br />

and water industry in Qatar in a practical<br />

step as electricity and water are produced<br />

in the Middle East and particularly in the GCC<br />

countries bilaterally. Dr. Al Sada indicated that<br />

the conference is one of the most important<br />

events to tackle the plans and strategies alongside<br />

with the technological developments in<br />

these two vital fields.<br />

The Abu Dhabi-based International Renewable<br />

Energy Agency (IRENA) and a number of water<br />

and electricity authorities and power companies<br />

in UAE participated in the conference and<br />

exhibition, which was sponsored by PennWell<br />

Corporation in association with KAHRAMAA<br />

and Qatar Electricity and Water Company, the<br />

official sponsor of the event.<br />

Workshop on Rational Use of<br />

Electricity and Water<br />

Eng. Fahad Rashed Al Kaabi, the Manager of Conservation and Energy Efficiency Department<br />

of KAHRAMAA, represented the State of Qatar at the 5 th GCC organized by the Public Authority<br />

for Electricity and Water of Oman in March 2012, in which a number of the officials from<br />

governments, public authorities and companies responsible for the provision of electricity and<br />

water services in the GCC countries participated. The workshop aims at highlighting the role of<br />

accurate designing and implementation of supply networks in rationalizing water consumption,<br />

formulating long-term awareness strategies and programs to educate the population on how to<br />

rationalize the use of water and electricity, utilizing the advanced technologies of rationalization,<br />

and benefiting from the experiences of other countries.<br />

Represents Qatar at OIC Water Ministers<br />

Conference in Istanbul<br />

Qatar General Electricity and Water Corporation “KAHRAMAA” represented<br />

the State of Qatar at the Organization of the Islamic Conference Water Ministers<br />

Conference held on 5-6 March 2012 in Istanbul, Turkey with a delegation<br />

headed by HE Eng. Essa Bin Hilal Al Kuwari the President of KAHRAMAA to discuss<br />

and endorse the vision of the Organization of Islamic Cooperation regarding water.<br />

HE KAHRAMAA president said in his speech at the conference that “studying the draft<br />

vision on water is conducive to unifying and explaining the visions of the Islamic countries<br />

regarding the issue of water in line with this year’s slogan of (working together for<br />

a safe future in the field of water),” adding that “this document aims to conserve water<br />

resources in the member countries and find solutions for the challenges associated<br />

with water to achieve water security in the Islamic countries”. Qatar participated in<br />

formulating the draft vision document with a view to meet the future requirements for<br />

sustainable development in the Islamic countries through cooperation in line with the<br />

teachings of Islam which advocate unity and continued communication between the<br />

centers of expertise in member counties and the building of capabilities, exchange of<br />

information and finding solutions for water problems including water scarcity, climate<br />

change, food security and changes in international affairs.<br />

Qatar Participates in the 5th Executive Meeting of<br />

the Arab Ministerial Council for Water in Cairo<br />

KAHRAMAA delegate led by HE Eng. Essa Bin Hilal Al Kuwari represented the State of<br />

Qatar at the 5th Meeting of the Executive Office of the Arab Ministerial Council for Water<br />

which was held at the general secretariat of the Arab League in January 2012. The meeting<br />

discussed a number of issues including following up the implementation of the resolutions<br />

of the Arab Economic Development and Social Summit held in Sharm El Sheikh on 19 January<br />

2011 to establish a water security strategy in the Arab world, tackle the future challenges and<br />

requirements of sustainable development, and follow up the implementation of the consolidated<br />

strategy of water resources management to achieve sustainable development in the region. The<br />

meeting also discussed the Millennium Goals regarding water supplies and reform resolutions<br />

issued by the Arab Ministerial Council for Water in its 3rd session in mid-June last year; and<br />

reviewed the Arab participation in the 6th World Water Forum held in Marseille, France in 2012<br />

and the preparation of the Arab dossier to be presented at the forum through the three political,<br />

regional and objective tracks. The agenda of the meeting included a number of important issues<br />

such as enhancing the capabilities of negotiation of the Arab countries with regard to shared<br />

water resources with non-Arab countries. The meeting studied the ways of cooperation with the<br />

Arab, regional and international finance institutions and the organizations of civil society; and<br />

reviewed the experiences of cooperation between the Arab countries in the field on utilizing the<br />

common subterranean water resources.<br />

Distinction in management and leadership: KAH-<br />

RAMAA holds a workshop for managers and head<br />

of sections<br />

Out of its keenness to achieve distinction<br />

in all sectors of its services and<br />

activities through providing continuous<br />

training for its employees and development<br />

of their potential at all level, Human<br />

Resources Department at Qatar General Electricity<br />

and Water Corporation “KAHRAMAA”<br />

held a workshop for the managers and head<br />

of the sections entitled ‘Encouraging Distinction’<br />

during the period from 19 February to 8<br />

March 2012.<br />

The participants of the workshop were divided<br />

into five groups; and the workshop was conducted<br />

under the supervision of a major international<br />

institute of administration specializing<br />

in distinction strategies and modern leadership<br />

techniques training and planning to achieve<br />

sustainable distinction at all sectors of KAH-<br />

RAMAA. The Human Resources Department<br />

plan includes contracting the best administration<br />

and human development international<br />

institutes and companies that are accredited<br />

by London Business School and Management<br />

Center Europe.<br />

MANAGEMENT<br />

KAHRAMAA attracts young cadres with a view to<br />

achieve sustainable human development<br />

The keenness of KAHRAMAA on building<br />

the capacities and developing the<br />

skills of all of its employees and cadres<br />

in all levels and specializations was evident in<br />

the plan of the Human Resources Department<br />

that extends until 2016 and includes ambitious<br />

programs to upgrade the competence of the<br />

corporation’s employees. Through effective<br />

participation in a number of professional functions<br />

KAHRAMAA seeks to attract young cadres<br />

with a view to achieve sustainable human<br />

development.<br />

The Department of Human Resources at KAH-<br />

RAMAA participated for the third consecutive<br />

time in the Engineer Career Day held at Texas<br />

A&M University in the Education City, and met<br />

a number of Qatari engineering graduates.<br />

Through these participations KAHRAMAA as<br />

part of its scholarship program, which is considered<br />

to be one of the most outstanding of<br />

its kind in the country, to attract young Qatari<br />

cadres and build the capacities of the students<br />

who are hoped to hold technical and administrative<br />

leading posts in KAHRAMAA in the near<br />

future.<br />

The program also aims to Qatarize engineering<br />

and administrative posts and encourage<br />

the Qatari youth to specialize in these important<br />

scientific disciplines in order to increase<br />

the number of professional Qatari cadres in<br />

the Corporation. Moreover, the distinguished<br />

scholarship program primarily offers the suitable<br />

support and facilities for all the participants<br />

of the program.<br />

Such meetings aim at familiarizing the graduates<br />

with the career lines available at KAH-<br />

RAMAA and explaining the methods of joining<br />

various technical and mechanical posts<br />

through illustrating the mission and vision of<br />

corporation and its role in buying, distributing,<br />

subsidizing and selling electricity and water<br />

as well as building power and water desalination<br />

stations and supervising transport and<br />

distribution networks, the current and future<br />

projects, Qatarization, training programs, employment<br />

benefits and scholarships available<br />

at KAHRAMAA.<br />

Planning and Development Section at the<br />

Department of Human Resources prepared<br />

a plan for continuous development aiming<br />

to develop the Qatari cadres, upgrade their<br />

competence and define the development<br />

opportunities for them either through training<br />

and development or transference and<br />

promotion. In addition to job succession<br />

programs, local and overseas training courses<br />

and the support the student and the employee<br />

can have to obtain the best possible levels<br />

of professionalism and be able to define<br />

their future careers and role in building the<br />

flourishing future of Qatar.<br />
