<strong>and</strong> not only to Africa. One underst<strong>and</strong>s why, Benedict st<strong>at</strong>es:<br />
I see no need to dwell <strong>at</strong> length on <strong>the</strong> various socio-political, ethnic, economic or ecological<br />
situ<strong>at</strong>ions th<strong>at</strong> Africans face daily <strong>and</strong> th<strong>at</strong> cannot be ignored. Africans know better than<br />
anyone else how difficult, d<strong>is</strong>turb<strong>in</strong>g <strong>and</strong> even tragic <strong>the</strong>se situ<strong>at</strong>ions can very <strong>of</strong>ten be.<br />
(AM, n. 4).<br />
It would be difficult, even impossible, <strong>in</strong> spite <strong>of</strong> <strong>the</strong> dcesire <strong>of</strong> some critics, to give s<strong>at</strong><strong>is</strong>faction to<br />
all by quot<strong>in</strong>g writ<strong>in</strong>gs from African B<strong>is</strong>hops 22 ! It <strong>is</strong> important <strong>the</strong>re<strong>for</strong>e <strong>for</strong> local Ep<strong>is</strong>copal<br />
Conferences to pick up <strong>the</strong> Exhort<strong>at</strong>ion <strong>and</strong> read it <strong>in</strong> <strong>the</strong> light <strong>of</strong> <strong>the</strong> local situ<strong>at</strong>ions <strong>and</strong> seek ways<br />
<strong>of</strong> implement<strong>in</strong>g it locally. You alone can do th<strong>at</strong> work.<br />
3.2.3 Om<strong>is</strong>sions<br />
Of <strong>the</strong> 57 Propositions made by <strong>the</strong> Synod F<strong>at</strong>hers <strong>and</strong> <strong>the</strong> participants, 53 were repe<strong>at</strong>ed <strong>in</strong><br />
one way or ano<strong>the</strong>r, but <strong>the</strong> 4 th<strong>at</strong> were omitted ra<strong>is</strong>e questions <strong>for</strong> us. These are:<br />
• Proposition 16: The bra<strong>in</strong> dra<strong>in</strong>!<br />
• Proposition 21: peace (cf. <strong>the</strong> entire text); underst<strong>and</strong>able s<strong>in</strong>ce <strong>the</strong> Exhort<strong>at</strong>ion <strong>is</strong><br />
on <strong>the</strong> subject.<br />
• Proposition 23: <strong>the</strong> Arms Trade<br />
• Proposition 27: Religious freedom (cf. AM, n. 94)<br />
Even if <strong>the</strong>re are no explicit references to <strong>the</strong>se Propositions, <strong>the</strong> ideas are presented elsewhere <strong>in</strong><br />
<strong>the</strong> text. Never<strong>the</strong>less, Propositions 16 <strong>and</strong> 23 are sensitive po<strong>in</strong>ts th<strong>at</strong> are worthy <strong>of</strong> <strong>at</strong>tention.<br />
The bra<strong>in</strong> dra<strong>in</strong> impover<strong>is</strong>hes Africa <strong>and</strong> enriches o<strong>the</strong>r countries, thus contribut<strong>in</strong>g to <strong>the</strong><br />
permanent marg<strong>in</strong>al<strong>is</strong><strong>at</strong>ion <strong>of</strong> some communities <strong>in</strong> Africa. Th<strong>is</strong> also goes <strong>for</strong> cooper<strong>at</strong>ion between<br />
Churches <strong>for</strong> pastoral workers. These can also suffer from <strong>the</strong> bra<strong>in</strong> dra<strong>in</strong>. Accord<strong>in</strong>gly, <strong>the</strong> Pope<br />
encourages B<strong>is</strong>hops:<br />
Without weaken<strong>in</strong>g <strong>the</strong> m<strong>is</strong>sionary impulse ad gentes <strong>in</strong> <strong>the</strong> different countries, <strong>and</strong> <strong>in</strong>deed<br />
on <strong>the</strong> whole cont<strong>in</strong>ent, <strong>the</strong> b<strong>is</strong>hops <strong>of</strong> Africa should respond generously to <strong>the</strong> requests <strong>of</strong><br />
<strong>the</strong>ir confreres <strong>in</strong> countries lack<strong>in</strong>g voc<strong>at</strong>ions <strong>and</strong> ass<strong>is</strong>t <strong>the</strong> faithful deprived <strong>of</strong> priests. Th<strong>is</strong><br />
<strong>for</strong>m <strong>of</strong> cooper<strong>at</strong>ion, which should be governed by accords between <strong>the</strong> send<strong>in</strong>g <strong>and</strong> <strong>the</strong><br />
receiv<strong>in</strong>g Churches, becomes a concrete sign <strong>of</strong> <strong>the</strong> fruitfulness <strong>of</strong> <strong>the</strong> m<strong>is</strong>sio ad gentes.<br />
Blessed by <strong>the</strong> Lord, <strong>the</strong> Good Shepherd (cf. Jn 10:11-18), it provides valuable support <strong>for</strong><br />
<strong>the</strong> new evangeliz<strong>at</strong>ion <strong>in</strong> countries <strong>of</strong> ancient Chr<strong>is</strong>tian tradition, (AM, n. 167).<br />
In view <strong>of</strong> <strong>the</strong> lack <strong>of</strong> personnel <strong>in</strong> some Chr<strong>is</strong>tian communities, we should make a d<strong>is</strong>cernment on<br />
<strong>the</strong> way <strong>of</strong> promot<strong>in</strong>g <strong>and</strong> susta<strong>in</strong><strong>in</strong>g th<strong>is</strong> cooper<strong>at</strong>ion so th<strong>at</strong> it <strong>is</strong> not detrimental to <strong>the</strong>se lastmentioned<br />
23 . The body <strong>of</strong> Chr<strong>is</strong>tian Churches acknowledges th<strong>at</strong> M<strong>is</strong>sion <strong>is</strong> no longer one-way<br />
(from North to South or from West to East <strong>and</strong> South) but th<strong>at</strong> it <strong>is</strong> <strong>in</strong> all directions <strong>and</strong> th<strong>at</strong> all are<br />
