Access to information and documents from MEF was generally easy (received one to five<br />
days after the request). Considerable delays were, however, noted regarding data collection at<br />
the central level on various occasions. This included documents needed to analyse the<br />
modification of the Mambili FMU’s boundaries, the transfer of the Cotovindou FEU to the<br />
SICOFOR company and the allocation of the Enyellé-Ibenga FEU (see section 1.2). These<br />
problems were brought up in the reading committee. However, only some constraints were<br />
acknowledged by the Forest Administration (notably, the large amount of work compared to<br />
