These issues have been considered in the context of the current situation in which action to<br />

increase access to HIV services in countries with a severe shortage of human resources for<br />

health <strong>and</strong> a high HIV burden is both urgent <strong>and</strong> imperative. However, the recommendations <strong>and</strong><br />

guidelines that have emerged emphasize the potential for the task shifting approach to extend<br />

beyond the specific context of the HIV epidemic <strong>and</strong> to make a significant contribution to other<br />

health services <strong>and</strong> to overall health systems strengthening.<br />

These recommendations <strong>and</strong> guidelines are designed to provide overall guidance. Therefore they<br />

are global in scope <strong>and</strong> the recommendations that are contained in the guidelines are generic in<br />

tone. The specifics of country implementation will be dependent on a wide range of variables that<br />

exist at the country level. Therefore, countries are encouraged to use this document as the basis<br />

for the development of locally adapted guidelines.<br />

The recommendations <strong>and</strong> guidelines are supplemented by specially commissioned research,<br />

which includes a range of country-specific examples. This information is available in the<br />

accompanying electronic annex.<br />
