suggested phase-in times for the Bylaw range from six months to two years;
this Bylaw has been in place since 2009, providing time for alternate land
clearing plans;
two year phase-in would allow developers time to prepare other methods as cost
constraints are an issue;
land clearing burns primarily occur in fall months;
phase-in after two fall seasons was proposed;
the air quality, health risks and medical costs must be considered;
wildfires are a concern as they are often caused by land clearing debris;
Council must consider the best phase-in time for all citizens.
Recommendation No. 5 – Proposed New Open Air Burning Regulatory Bylaw

That the Open Air Burning Regulatory Bylaw No. 486, 2009, (2) (a) be amended by
removing the phrase ‘for the period of two calendar years from the date of the adoption
of this bylaw’ and replacing it with ‘until December 31, 2013’ and
That the Open Air Burning Regulatory Bylaw No. 486, 2009, 3 (1) (a) 4 be amended by
removing ‘demonstration waste’ and replacing it with ‘demolition waste’.
That the Open Air Burning Regulatory Bylaw No. 486, 2009 be adopted as amended.
