THE WELCOME PROGRAM IS MORE THAN
JUST GREETING NEW RESIDENTS – THE
INDICATOR 5 – WELCOME
PROGRAM
PURPOSE
This indicator measures the success
of Landcom’s community creation
initiatives. Landcom aims to encourage
the development of sustainable
neighbourhoods by assisting new
residents to settle quickly and establish
viable community networks.
TARGET
To incorporate community Welcome
Programs into all projects that
have 200 or more dwellings by
30 June 2008. Furthermore, welcome
workers are to make their first contact
within two weeks of the residents
moving in.
RESULTS
55% of projects comprising more
than 200 dwellings had a Welcome
Program. This represents a solid
increase on the 40% achieved last
year and positions Landcom to meet
its target of 100% by 2008.
TARGET
03 04 05 06 07 08
95.5% of residents were welcomed
within two weeks of occupation, a
massive improvement on last year’s
result of 20%. This progress is largely
due to increased resources being
dedicated to the Welcome Program.
TARGET
Landcom’s Welcome Program is
delivered via a number of external
organisations – Spirited Communities,
North West Community Care,
UnitingCare Narellan and Wyong
Shire Council.
The Welcome Program is more than
just greeting new residents when they
move into an estate. As the following
initiatives show, the program takes
a more holistic view focused on
community development.
In the north-west region of Sydney,
a cluster of Landcom estates has
made it possible for our community
development organisation, North West
Community Care, to gather large
numbers of people for a range of
community events. Carols by
Candlelight, held in early December
each year, is the largest event
organised through the program. This
year’s carols featured an Australiana
theme, with a Cobb & Co stage coach
complete with horses and a stockman.
Supported by Landcom and more than
20 other sponsors, the event attracted
8,000 people.
On the Central Coast, Landcom has
been working with Wyong Shire
Council to implement a Welcome
Program in the Watanobbi
development. Over the past
12 months, the Welcome Program
has helped new residents to develop a
sense of community. With Landcom’s
support, and with the resources of
the Council, residents have formed a
community association now registered
as “Watanobbis Incorporated”.
The group meets monthly to promote
a healthy social life in the area.
This year, in a first application for
funding from the State Government,
Watanobbis Incorporated reached the
second round of review and narrowly
missed out on gaining a grant. The
Minister involved reviewed their case
closely and showed tremendous
interest. This indicates that with
initial support and encouragement,
communities can take on the
responsibility for their own
development and become sustainable.
CHALLENGES
Ensuring the long-term viability of
any community development program
through attracting recurrent funding or
becoming self-funding is a challenge
facing Landcom.
ACTIONS FOR 2004/2005
The Corporation is reviewing the
Welcome Program to determine
how it can be improved to further
enhance its value as a community
development tool.
