INDICATOR 14 – CONSERVATION
OF NON-INDIGENOUS
HERITAGE
PURPOSE
This indicator measures Landcom’s
efforts to conserve non-indigenous
heritage. Landcom aims to conserve
all significant non-indigenous cultural
items and places in its developments.
TARGET
Landcom’s targets are:
– Conserve all significant
non-indigenous heritage items and
places found on its projects.
– Establish Conservation Management
Plans for all its projects with
non-indigenous heritage items or places.
RESULTS
Conservation of Significant Items
89% of significant items on Landcom
projects were conserved (31 out of 35
items). Those items not retained were
all located at Prince Henry. They were
demolished due to asbestos
contamination and in agreement with
the NSW Heritage Office.
Conservation of Significant Places
100% of significant places on Landcom
projects were conserved (26 out of
26 places).
Conservation Management Plans
Conservation Management Plans were
prepared for both projects (100%) that
had heritage items.
INDICATOR 15 – REGULATORY
COMPLIANCE
PURPOSE
This indicator provides information
about any regulatory non-compliance
that may have resulted from Landcom’s
operations during the reporting period.
Landcom aims to achieve full
regulatory compliance and ensure that
all Landcom contractors achieve the
same level of compliance.
TARGET
Landcom’s targets are to:
– Achieve full compliance with relevant
planning, environmental and health
and safety legislation on all Landcom
projects.
– Carry out environmental audits
on all civil works contractors during
construction stages by 2005.
– Achieve a minimum score of 75%
on all environmental audits.
– Collect information from all
third-party contractors about any
breaches of compliance that may have
occurred due to actions taken by the
contractor on Landcom’s behalf.
RESULTS
Regulatory Compliance
100% of Landcom projects achieved
full regulatory compliance with the
Protection of the Environment
Operations Act and other environment,
occupational health and safety, and
planning legislation.
Environmental Audits
11 civil works contracts had
environmental audits undertaken out
of 13 representing 85% of civil works
contracts awarded in 2003/2004. Since
all 11 audits on civil works contracts
achieved well above the minimum
performance score of 75% set by
Landcom, a decision was made to
redirect our auditing efforts to the
builder activities where there was a
perceived risk of poorer environmental
practices. In addition to the 11 audits
on civil works contracts, Landcom
conducted 26 audits on builders during
2003/2004. Only 27% of the builders
achieved the minimum score of 75%
set by Landcom.

ACTIONS FOR 2004/2005
Landcom will:
– Conduct environmental audits on all
building sites that are under its control.
– Find effective ways to promote best
practice environmental management
to builders.
