<strong>The</strong> <strong>process</strong> <strong>of</strong> <strong>creating</strong> <strong>Biosphere</strong> <strong>Reserves</strong><br />

connection with this <strong>process</strong>, the <strong>Biosphere</strong> plans began to concretise. <strong>The</strong> first<br />

estimate <strong>of</strong> how much time the work was expected to take, and the costs that would<br />

be associated with it, was presented. In a proposal to the municipal government it<br />

was estimated that the anchoring work and the involvement <strong>of</strong> potential collaborating<br />

stakeholders alone would take several years.<br />

Within the work <strong>of</strong> establishing the <strong>Biosphere</strong> Reserve, which was closely connected<br />

to Kristianstad Wetland, there had never been an ambition to “mass inform”<br />

the general public about <strong>Biosphere</strong> work. Clarification and design <strong>of</strong> the <strong>Biosphere</strong><br />

Reserve has instead been an initiative on different activities in project form and it is<br />

through these, <strong>of</strong>ten concrete projects, that dissemination <strong>of</strong> knowledge on <strong>Biosphere</strong><br />

<strong>process</strong>es to the general public and those interested has taken place. In this<br />

outreach work the concept <strong>of</strong> <strong>Biosphere</strong> also appears rather as a subheading to the<br />

more established concept <strong>of</strong> Kristianstad Wetland.<br />

3.1.2 Involved stakeholders and organisations<br />

Specific to this <strong>Biosphere</strong> example is that it has developed entirely as a municipal<br />

<strong>process</strong>. During the period other collaborative stakeholders for specific projects<br />

have been strategically chosen dependent on what was required.<br />

Also distinctive <strong>of</strong> how the work was designed is that stakeholders involved in<br />

Kristianstad Wetland were the first in Sweden to apply for <strong>Biosphere</strong> Reserve status,<br />

in accordance with the guidelines adopted in 1995. To participate in shaping,<br />

interpreting and translating the international guidelines into a Swedish context,<br />

appropriate to local and regional levels, also characterised the <strong>Biosphere</strong> <strong>process</strong>es<br />

in Kristianstad Wetland. <strong>The</strong> operation linked to the Wetland and the <strong>Biosphere</strong><br />

Reserve, is from a conservation perspective, strategic work. By building a Visitor<br />

Centre (Naturum), restoring the surrounding wetlands and developing management<br />

<strong>of</strong> these, it has been possible to circumvent discussion on establishment <strong>of</strong> reserves<br />

in the area.<br />

During the preparation <strong>of</strong> the Wetland, a group was formed for consultative meetings.<br />

This advisory group is representative <strong>of</strong> people with different interests in the<br />

area, such as local organisations and associations, municipal <strong>of</strong>ficials and politicians,<br />

local entrepreneurs as well as people from the regional authorities. <strong>The</strong> advisory<br />

group, which meets several times a year, has a consultative role and makes<br />

proposals and recommendations concerning the on-going development work.<br />

<strong>The</strong> <strong>Biosphere</strong> Office, which does not have its own administrative function, coordinates<br />

internally initiated operations in the area, as well as supporting and following<br />

up activities provided by other stakeholders, in connection with the <strong>Biosphere</strong><br />

Reserve. <strong>The</strong> operation that the <strong>Biosphere</strong> Office supports, originated from the<br />

management plan and policies for the area based on the criteria <strong>of</strong> conservation and<br />

development for <strong>Biosphere</strong> work. <strong>The</strong> <strong>Biosphere</strong> Office functions today as a referral<br />

body for a range <strong>of</strong> conservation and planning matters in the Municipality.<br />

Working from a landscape perspective and developing solutions where conserva-<br />
