<strong>The</strong> <strong>process</strong> <strong>of</strong> <strong>creating</strong> <strong>Biosphere</strong> <strong>Reserves</strong><br />
same time opened the door to somewhat unhindered interpretation <strong>of</strong> what a <strong>Biosphere</strong><br />
Reserve will include and for whom, and gives the concerned stakeholders a<br />
relatively wide scope to design the <strong>Biosphere</strong> work to their own specifications.<br />
<strong>The</strong> <strong>Biosphere</strong> Coordinator’s role as a link between, on one side the political and<br />
administrative systems and the non-pr<strong>of</strong>it making organisations, and the private<br />
sector on the other, are complex to deal with. <strong>Biosphere</strong> Coordinators have had a<br />
sort <strong>of</strong> brokerage role, where they, in relation to the other stakeholders, have functioned<br />
as motivators and intermediaries <strong>of</strong> the MAB’s intentions and value systems.<br />
<strong>The</strong> <strong>Biosphere</strong> work has to varying extents, also given the <strong>Biosphere</strong> Coordinators<br />
an “admission ticket” to the public domain.<br />
Financing<br />
(How has the work been funded and how is future financing expected to be resolved?)<br />
<strong>The</strong> different <strong>Biosphere</strong> <strong>Reserves</strong> have resolved the funding in different ways.<br />
Common to all the <strong>Biosphere</strong> <strong>Reserves</strong> is that during the candidature phase they<br />
managed to gather resources to fund the operation. Through gathering resources<br />
they have also managed to generate the commitment and feeling <strong>of</strong> common responsibility.<br />
All the <strong>Biosphere</strong> <strong>Reserves</strong> have during the candidature phase, also<br />
received an annual allocation from the Swedish Environmental Protection Agency.<br />
Future financing for the operations is a question that has not yet been fully resolved.<br />
<strong>The</strong> Swedish Environmental Protection Agency has continued to give annual<br />
support to the areas after they became designated <strong>Biosphere</strong> <strong>Reserves</strong>. However<br />
the Swedish Environmental Protection Agency cannot give any guarantee that<br />
they will also contribute financially in the future. <strong>The</strong> issue <strong>of</strong> future funding is in<br />
this case a risk factor, especially for those <strong>Biosphere</strong> <strong>Reserves</strong> whose activities are<br />
to a large extent dependent on funding from the Swedish Environmental Protection<br />
Agency (e.g. Nedre Dalälven River Landscape). <strong>The</strong>re is hope that the status that<br />
being a designated <strong>Biosphere</strong> Reserve holds, will open the door to new funding<br />
possibilities within for example the EU’s Life Project, and perhaps even in the long<br />
term through “royalties” when companies use the <strong>Biosphere</strong> logo, or through future<br />
sales <strong>of</strong> different “<strong>Biosphere</strong> certificated products”. Issues concerning future financing<br />
constitute an essential question in guaranteeing that MAB’s intentions are<br />
fulfilled in time. In our view there are good reasons to argue that contributions <strong>of</strong><br />
basic grants should continue from the central authorities (the Swedish Environmental<br />
Protection Agency) over a longer period.<br />
