<strong>The</strong> <strong>process</strong> <strong>of</strong> <strong>creating</strong> <strong>Biosphere</strong> <strong>Reserves</strong><br />
3.4.4 Success factors and challenges<br />
A challenge in the initial anchoring work was to explain to concerned landowners<br />
and other interested parties that a <strong>Biosphere</strong> Reserve does not mean more restrictions.<br />
<strong>The</strong> creation <strong>of</strong> previous <strong>Reserves</strong> in the area has from many viewpoints<br />
led to mistrust <strong>of</strong> the public sector nature conservation stakeholders (the County<br />
Administrative Board and the Swedish Environmental Protection Agency).<br />
In meetings with the general public and interested parties there existed an inbuilt<br />
problem in the <strong>Biosphere</strong> work, that <strong>of</strong> difficulty to communicate what a <strong>Biosphere</strong><br />
Reserve means. Within NeDa one can see the difficulties are the result <strong>of</strong> substandard<br />
translations to Swedish <strong>of</strong> the inner internationally joint programme document<br />
that is to be the guideline. <strong>The</strong> very comprehensive material produced in accordance<br />
with application forms, was perceived as a long way from relevant. <strong>The</strong> earlier<br />
material from MAB that was available from the start, was also considered substandard<br />
and too focused on preservation and conservation. <strong>The</strong> material has since<br />
then been revised and now makes it clear that the focus is on the development <strong>of</strong><br />
the district.<br />
To get the media interested in the <strong>Biosphere</strong> work has proved to be difficult. Within<br />
NeDa, media control is considered a problem, they are much more interested in<br />
conflicts such as that <strong>of</strong> the district’s substantial problem with mosquitoes and the<br />
controversial fight within certain groups, than development projects and successful<br />
collaborations.<br />
Even if one has a somewhat different focus and prerequisites, great benefit is still<br />
to be had from the experience <strong>of</strong> the preparation <strong>of</strong> Kristianstad Wetland <strong>Biosphere</strong><br />
Reserve and from the Coordinator for Lake Vänern Archipelago and Mount<br />
Kinnekulle, as well as the national MAB Coordinator who assisted with practical<br />
advice and support for the work. <strong>The</strong>y have gone before and “ploughed the field”<br />
which has made it considerably easier for NeDa when it comes to the work with<br />
the application itself, and both contact with the Swedish Authorities and the translation<br />
<strong>of</strong> different UNESCO documents.<br />
3.4.5 Summary reflections<br />
<strong>The</strong> interest organisation NeDa, which is the lead for the <strong>Biosphere</strong> Reserve, has a<br />
long tradition <strong>of</strong> collaboration with the municipalities that are included in the area,<br />
and maintains very good contact with the landowners in the same area. For several<br />
years now, this developed collaboration and cooperation with tourist companies,<br />
has made its mark on the <strong>Biosphere</strong> Reserve approach. NeDa’s business concept,<br />
which within the region appears as “positive pr<strong>of</strong>iling, membership benefits, tourism<br />
development and contributing to influx <strong>of</strong> homes and companies” also characterises<br />
the work linked to the <strong>Biosphere</strong> Reserve. <strong>The</strong> close connection to Leader<br />
has also meant a strong project orientated operation. A designation to a <strong>Biosphere</strong><br />
Reserve can be seen as a manifestation, which is expected to contribute to a longer<br />
term safeguarding <strong>of</strong> the area. <strong>The</strong> collaboration <strong>process</strong>es conducted in the local<br />
community are mainly dependent on different types <strong>of</strong> project funding with clear<br />
