<strong>The</strong> <strong>process</strong> <strong>of</strong> <strong>creating</strong> <strong>Biosphere</strong> <strong>Reserves</strong><br />
it has been developed during the progress <strong>of</strong> the work, which in our view has taken<br />
up a lot <strong>of</strong> time and effort.<br />
<strong>The</strong> whole issue <strong>of</strong> the establishment <strong>of</strong> wind power also raises the question <strong>of</strong><br />
what is appropriate to do within a <strong>Biosphere</strong> Reserve, where the concepts <strong>of</strong> sustainable<br />
development and <strong>Biosphere</strong> are used by both the advocates and the opponents<br />
<strong>of</strong> wind power to legitimise their respective claims. <strong>The</strong> large interpretive<br />
area regarding what constitutes a <strong>Biosphere</strong> Reserve and sustainable development,<br />
contributes on the one hand to create acceptance and broad commitment for the<br />
<strong>Biosphere</strong> concept, but on the other there appears a risk that the concept <strong>of</strong> <strong>Biosphere</strong><br />
<strong>Reserves</strong> and sustainable development is watered down if not given a more<br />
precise meaning.<br />
We believe that the idea <strong>of</strong> <strong>creating</strong> a non-pr<strong>of</strong>it making association is commendable<br />
and interesting, but there remain several questions to be answered before such<br />
an organisation can be launched and get underway. It is for example unclear how<br />
one views the involved organisations’ roles regarding each other and what role the<br />
present central stakeholders appear to have in the future organisation. How important<br />
is the financier’s influence with regard to the individual members? How is<br />
a good balance achieved between non-pr<strong>of</strong>it making work and remunerated work?<br />
<strong>The</strong>se are important and pressing questions, which crave continued open and broad<br />
discussions, not only with the present involved stakeholders, but also with the general<br />
public.<br />
<strong>The</strong> learning <strong>process</strong> amongst the involved central stakeholders has, we believe,<br />
been comprehensive. Witness the large number <strong>of</strong> fact-finding trips, workshops<br />
etc. that the central stakeholders have primarily been active in conducting or participating<br />
in. A large part <strong>of</strong> the know-how that lies at the basis <strong>of</strong> the <strong>Biosphere</strong> application,<br />
is gathered from the knowledge base <strong>of</strong> the involved stakeholders. In<br />
addition to that exchange <strong>of</strong> knowledge, experts from the authorities involved<br />
(principally the Swedish Forest Agency and the County Administrative Board)<br />
have also contributed their knowledge. According to what we are told, several <strong>of</strong><br />
the dialogue meetings which were held in the different districts in the Eastern<br />
Slopes <strong>of</strong> Lake Vättern, have also provided the opportunity for experience and<br />
knowledge exchange, both between the members <strong>of</strong> the working groups and the<br />
various local stakeholders in the area.<br />
