<strong>The</strong> <strong>process</strong> <strong>of</strong> <strong>creating</strong> <strong>Biosphere</strong> <strong>Reserves</strong><br />
industry employs only about 400 people. Several iron works, which previously<br />
<strong>of</strong>fered many employment opportunities, also closed down during this period. Thus<br />
tourism was seen as a solution to cope with the worrying state <strong>of</strong> the employment<br />
market.<br />
To strengthen and stimulate the inter municipalities’ collaboration further, public<br />
and private interests and stakeholders, formed in 1986, Nedre Dalälven’s Interest<br />
Association and the daughter company NEDAB (Nerdre Dalälven’s Development<br />
Company). Together the Association and the Company was named NeDa (Nedre<br />
Dalälven’s Collaboration). NeDa is owned by the members <strong>of</strong> the Association,<br />
which comprised 17 companies, 9 municipalities, and 3 independent organisations.<br />
<strong>The</strong> non-pr<strong>of</strong>it making sector has been involved in the NeDa collaboration to a<br />
large extent, initially in connection with the introduction <strong>of</strong> Leader, in 2000 (see<br />
appendix 2). <strong>The</strong> Boards <strong>of</strong> the Association and the Company have identical composition,<br />
and all the municipalities, over which the <strong>Biosphere</strong> <strong>Reserves</strong> extend<br />
geographically, are included in NeDa.<br />
NeDa is represented by a majority <strong>of</strong> the area’s land and water owners. In particular<br />
the constellation <strong>of</strong> large landowners and LRF (<strong>The</strong> Federation <strong>of</strong> Swedish<br />
Farmers), together with the municipalities, have been the basis for the whole collaboration,<br />
in respect <strong>of</strong> the agricultural industry’s interests in association/balance<br />
with natural and cultural heritage interests. Previously a leading municipal politician<br />
held the chairmanship <strong>of</strong> NeDa but since 2011 the chair has been held by LRF,<br />
who represent the independent private landowners. Based on local conditions with<br />
the high and unique natural and cultural heritage value and the central position in<br />
the country, included in NeDa’s business concept is to strive to give the region<br />
“positive pr<strong>of</strong>iling, member benefits, tourism development and contribution to the<br />
influx <strong>of</strong> homes and businesses”. (http://www.nedredalalven.se/, March 2012)<br />
NeDa has been active in the preparatory work for Färneb<strong>of</strong>järdens National Park,<br />
which contributed to the perception <strong>of</strong> the Swedish Environmental Protection<br />
Agency, that the emergence took place without major conflict.<br />
After committing in 1998, NeDa has had a place in the park’s Maintenance Council.<br />
Ordinary places within the Maintenance Council are held by the County Administrative<br />
Board <strong>of</strong>ficials in Uppsala, Västmansland, Dalarna and Gävleborg<br />
County, the Swedish Environmental Protection Agency, <strong>The</strong> Upland’s Foundation,<br />
<strong>The</strong> Society for Nature Conservation and Nedre Dalälven’s Interest Assosiation.<br />
<strong>The</strong> first initiative towards the <strong>Biosphere</strong> work was taken by locally committed<br />
Inga Britt Persson, who among other things ran the Nature school within the area.<br />
In collaboration with NeDa she organised an introductory meeting with the Swedish<br />
Council for Planning and Coordination <strong>of</strong> Research, who were then responsible<br />
for <strong>process</strong>ing and advising on <strong>Biosphere</strong> <strong>Reserves</strong> in Sweden so as to further<br />
investigate the possibilities <strong>of</strong> applying for <strong>Biosphere</strong> Reserve status.<br />
Enthusiasm for establishing a <strong>Biosphere</strong> Reserve in Nedre Dalälven was not in the<br />
beginning especially great within NeDa, as a number <strong>of</strong> people felt that the area<br />
