<strong>The</strong> <strong>process</strong> <strong>of</strong> <strong>creating</strong> <strong>Biosphere</strong> <strong>Reserves</strong><br />

<strong>The</strong> Programme Committee for the Swedish MAB has a decision-making and financing<br />

function. <strong>The</strong> Swedish Environmental Protection Agency heads the Committee<br />

and also holds the Chair. In addition the Committee comprises representatives<br />

from research funding bodies, research institutions, <strong>The</strong> Swedish Association<br />

<strong>of</strong> Local Authorities and Regions and <strong>The</strong> <strong>Biosphere</strong> Council. <strong>The</strong> <strong>Biosphere</strong><br />

Council has the task <strong>of</strong> developing the programme and is the MAB Committee’s<br />

Executive Agency. <strong>The</strong> membership comprises the national MAB Coordinator and<br />

all <strong>of</strong> the <strong>Biosphere</strong> Coordinators. Within MAB there is also a <strong>Biosphere</strong> network,<br />

which is intended to work as a reference network made up <strong>of</strong> stakeholders and<br />

those active within the <strong>Biosphere</strong> Reserve and the MAB programme.<br />

1.1 Evaluation objectives, issues and<br />

demarcations<br />

<strong>The</strong> evaluation objectives are:<br />

To compile the knowledge acquired from the work associated with achieving<br />

<strong>Biosphere</strong> Reserve status, in five Swedish <strong>Biosphere</strong> <strong>Reserves</strong>.<br />

To analyse the implementation <strong>process</strong>es involved in achieving <strong>Biosphere</strong><br />

Reserve status.<br />

To be proactive and through conclusions and proposals, form a basis for<br />

continued work with <strong>Biosphere</strong> <strong>Reserves</strong>.<br />

To describe the work <strong>process</strong>es, we have sought answers to the following questions:<br />

What are the origins <strong>of</strong> the work <strong>process</strong>es concerning <strong>Biosphere</strong> <strong>Reserves</strong>?<br />

Which other stakeholders have been involved in the <strong>process</strong>es?<br />

On what basis have potential stakeholders been excluded from the <strong>process</strong>es?<br />

How has the working <strong>process</strong> been affected by other activities/projects in<br />

the area?<br />

Have they appeared competitive/inhibited by the work with <strong>Biosphere</strong><br />

<strong>Reserves</strong> or conversely supportive <strong>of</strong> the <strong>process</strong>?<br />

How have the relevant local stakeholders been involved, and what is their<br />

attitude to the work/<strong>process</strong>?<br />

How has the work been funded and how is future financing expected to be<br />

resolved?<br />

How have problems and challenges been handled?<br />

Do problems/conflicts remain?<br />

How have potential conflicts been handled?<br />

Which success factors have been identified?<br />

How have organisational and administrative arrangements been resolved?<br />
