<strong>Oregon</strong> Motor Carrier Registration & Tax Manual<br />

Authority<br />

Authority refers to the permission needed for a <strong>motor</strong> <strong>carrier</strong> to operate. A <strong>carrier</strong> may be a<br />

PRIVATE <strong>carrier</strong> hauling his own commodity, or a <strong>carrier</strong> who hauls FOR-HIRE. This is where<br />

another party pays the <strong>carrier</strong> to haul a commodity that someone else owns. When<br />

hauling FOR-HIRE, the <strong>carrier</strong> must be granted approval from the state and/or Federal<br />

government(s).<br />

Intrastate<br />

Intrastate operation is when a <strong>carrier</strong> is paid to pick up and drop off someone<br />

else’s commodity within the state. MCTD issues the Permit or Certificate to haul<br />

For-Hire within the state. In most cases, the <strong>carrier</strong> will need to apply for a<br />

1A PERMIT.<br />

Interstate<br />

When hauling FOR-HIRE across state lines, the <strong>carrier</strong> is operating interstate. In<br />

this situation, the <strong>carrier</strong> must apply for Federal authority. Federal authority is<br />

dependent upon the type of commodity that is hauled. Usually, when a <strong>carrier</strong><br />

hauls processed goods, the <strong>carrier</strong> must have a Federal Motor Carrier Number<br />

(MC Number). When unprocessed goods are hauled, many times the <strong>carrier</strong> is<br />

exempt from the MC Number requirement. (Example: When a <strong>carrier</strong> hauls<br />

potatoes, the <strong>carrier</strong> is exempt from the MC Number. Potatoes are an<br />

unprocessed good. Thus, when a <strong>carrier</strong> hauls french fries, the MC Number is<br />

required since french fries are processed potatoes.) For more information, please<br />

In addition to authority requirements, a <strong>carrier</strong> having vehicles over 10,000 pounds Gross<br />

Vehicle Weight (GVW) must have a USDOT Number. This is a safety number that is issued by<br />

the Federal DOT office and is posted on the side of the vehicle. There is no charge to get a<br />

USDOT Number. A <strong>carrier</strong> will have only one USDOT Number, regardless of the number of<br />

vehicles the <strong>carrier</strong> operates.<br />

Registration<br />

There are three types of <strong>registration</strong>: base state only, apportioned (multi-jurisdictional), and<br />

temporary <strong>registration</strong> (trip permits). Detailed information is in the Registration section of<br />

this <strong>manual</strong>.<br />

Pay Highway Use Taxes<br />

Vehicles operating over 26,000 pounds are subject to various <strong>tax</strong>es, which are listed in the<br />

diagram on the previous page. A <strong>carrier</strong> will either pay <strong>Oregon</strong>’s Weight-Mile <strong>tax</strong> when operating<br />

in <strong>Oregon</strong>, or a fuels <strong>tax</strong> (IFTA) when operating outside of <strong>Oregon</strong>. Regardless of vehicle<br />

<strong>registration</strong> weight, some type of highway use <strong>tax</strong> will be paid for operations in<br />

<strong>Oregon</strong>. When the vehicle <strong>registration</strong> weight is 26,000 pounds and less or is exempt from the<br />

Weight-Mile <strong>tax</strong>, the <strong>carrier</strong> will pay the Use Fuel <strong>tax</strong> at the pump. Otherwise, the <strong>carrier</strong> will pay<br />

Weight-Mile <strong>tax</strong> or Road Use Assessment Fees (RUAF) when the load is non-divisible and over<br />

98,000 pounds. As with <strong>registration</strong>, more detailed information is given in the Tax section of this<br />

<strong>manual</strong>.<br />
