That it was a matter <strong>of</strong> custom for notice <strong>of</strong> motion to be given by any Member having relation<br />
to the introduction <strong>of</strong> Bills, before the House had disposed <strong>of</strong> the Address in Reply, 8 . -<br />
That it was questionable whether the <strong>Parliament</strong>ary Standing Committee on Public W~rks bad<br />
power to dictate the policy by which any work sl-n6uld be carried out, whether by butty<br />
gang system, day labour, or contract, 39 .<br />
TIat it was quite competent for the Chairman <strong>of</strong> Committees, appointed in a previous Scission,<br />
to act as Chairman NNithout any formality as be was Chairman until a motion ' dealing with<br />
the Office for the Session had been dealt with, 51 .<br />
That an aniendment to add words " and the House <strong>of</strong> Representatives to a motion to amend<br />
the Co astitution <strong>of</strong> the Commonwealth <strong>of</strong> Australia to provide for representation <strong>of</strong> tile<br />
states in the Senate, according to a population basis, was irrelevant, and was therefore<br />
out <strong>of</strong> order, 59 ;<br />
Tl~at Statutes had been passed by this House in which the Crown had been held amenable to<br />
the law-there was power under the Constitution Act to bind the Crown-; therefore the<br />

That the House, having ducided that the word " nine" should stand in an amendinent -to a<br />
motion to fix the hours for the closing <strong>of</strong> hotels, it was competent to test the House on<br />

That the Valuation <strong>of</strong> Land Bill (No . 2) did not exceed the Order <strong>of</strong> Leave, which was very wide<br />

Debate on Notice <strong>of</strong><br />
. .hat the motion for the adjournment under the 49th Standing Order, respecting certain<br />
alleged utterances by Mrs . Gordon Wesche, an executive meni~er <strong>of</strong> the Red Cross Society,<br />
with regard to the execution <strong>of</strong> Nurse Cavell, was <strong>of</strong> definite urgent public importance and<br />
<strong>of</strong> recent occurrence, the Society had charae <strong>of</strong> a large sum <strong>of</strong> money subscribed b.V the<br />
public and the administration <strong>of</strong> the fund -became a matter <strong>of</strong> public criticism-and was<br />
therefore in order, 230 .<br />
That the Public Accountants Bill was not out <strong>of</strong> order and did not affect trade. This Bill was on<br />
allfours'Witli the Medical Practitioners Bill, which -was . souglit to be ruled out <strong>of</strong> order in<br />
i1112, on that occasion Mr . Speaker McCourt held that the' word " trade " -applied'to the<br />
.tc,c!lan,de <strong>of</strong> commodities in the way <strong>of</strong> business and not to the admission <strong>of</strong>-persons to<br />
practice the medical pr<strong>of</strong>ession, 239 .<br />
That tile Notice <strong>of</strong> Motion respecting alleged guarding <strong>of</strong> premises <strong>of</strong> Herr Sabiel would be<br />
permitted to appear oil Notice Paper if the motion was in accord with the Standing Order<br />
