That the notice <strong>of</strong> .motion in the Dame <strong>of</strong> the Honorable Member for Albnry (-Ilr . Cusack) was<br />

<strong>of</strong> a multiplex character, and had brought iii . foreign matter in regard to some alleged<br />

observance <strong>of</strong> neutrality by the Government in connection with the Willoughby -by-election,<br />

and was therefore out <strong>of</strong> order, 1,75 .<br />

advisability <strong>of</strong> curtailing hours .for sale <strong>of</strong> intoxicating liquor, after 0 o'clock p.m ., and was<br />

therefore out <strong>of</strong> order, 68 .<br />

That no question or inotioncould .be submitted which would.raise the samodebate as one which<br />

had already taken place in the current Session ; the motion under review -asked for ail<br />

expression <strong>of</strong> opinion as to'tbe earlier closinc, <strong>of</strong> hotels, a previous .' motion sought for tile<br />

takin, <strong>of</strong> a Referendum. The motion was in order, 129 .<br />

restrict the powers in any way, and was in order, 172.<br />

An Honorable Member procceding to raise a question <strong>of</strong> Privilege - in regard to the Honorable<br />

Alember for Paddington, Mr . Osborne, during the motion for siv;pettsiorl <strong>of</strong> the Standing<br />

Orders, in regard to the introduction <strong>of</strong> the Totalizator . Bill, coula. irttervene at that stage<br />

and proceed, but the Point <strong>of</strong> Order submitting that the privilege motion bad not suddenly<br />

arisen ; as was contemplated in Standing Order No. 158, and further, this question had<br />

already been discussed some time ago, were facts which were fatal to the privitege motion,<br />
