being inadmissible in cases coming before the law Courts (Mr . Price), 37.<br />

To consider tile action <strong>of</strong> the Government in connection with the appointment <strong>of</strong> Mr .<br />

James to the Supreme Court Bench :-Point <strong>of</strong> Order-That it was not competent to<br />

discuss the qualifications <strong>of</strong>'a gentleman who had been created a Judge-except on a<br />

substantive motion,-Mr . Deputy-Speaker ruled that the question was " The action <strong>of</strong> the<br />

Government," and that the qualifications <strong>of</strong> Air . James could not be discussed tinder this<br />

motion. Further Point <strong>of</strong> Order-That as the discussion <strong>of</strong> Mr . James's qualifications were<br />

inseparable from " tile action <strong>of</strong> . the'Government " the matter could only be referred to<br />

under a substantive motion,- Ruled against by Mr. D6puty-Speaker . Mr. Speaker<br />

poin ted out that Motion was not defluite, and allowed the Mover to amend it Lur .<br />

The Goveiriment's contemptuous attitude in refusing the request <strong>of</strong> the Commonwealth War-<br />

Alulieurn Committee to provide accommodation for the display <strong>of</strong> <strong>New</strong> <strong>South</strong> <strong>Wales</strong>' share<br />

<strong>of</strong> war trophies :-Point <strong>of</strong> Order-Thit the* subject was not' one <strong>of</strong> urgent public<br />

The neglect <strong>of</strong> the Government in the matter <strong>of</strong> making available houses for the pepple as<br />

provided in the Housing (Extension) Act, 1919 [Mr . Bagnalt], lQ0 .<br />

The action <strong>of</strong> the Government in refusing to permit farmers to engage labour for the coming<br />

harvest excepting through the State Labour Exchanges :- Point <strong>of</strong> Order-That this motion,<br />

been ruled out <strong>of</strong> order on the ground that the debate would anticipate discussion<br />

having on the Estimates <strong>of</strong> the Department <strong>of</strong> Labour and Industry, and those Estimates having<br />

been taken at the previous sitting, it could not be brought forward agair . A lfurther Point<br />

<strong>of</strong> Order-That the motion was not definite,-Overruled by Mr. Speaker (Mr. Ball), 149 .<br />

The threatened industrial trouble in the State Trawling Industry (Mr . David8on), 166 .<br />

The immediate necessity <strong>of</strong> the Government taking the necessary steps for tile proclamation<br />

under Section 37 <strong>of</strong> the Liquor Amendment , Act, 1919, fixing tile day for the taking . <strong>of</strong> a<br />

ballot in respect <strong>of</strong> prohibition, with compensation, as required by the said Act<br />

(Mr . Loxton), 216 .<br />

The injury to the dignity and authority <strong>of</strong> <strong>Parliament</strong> involved in the Government's declared<br />

intention <strong>of</strong> remitting to a Judge the power <strong>of</strong> deciding what Members' <strong>Parliament</strong>ary<br />

allowances should be, and th6 menace to the Public weal by the Premier's attempted<br />

intimidation on this and other matters to make the Judiciary subserve the political ends<br />

<strong>of</strong> his Government ; Mr . Speaker ruled-the motion was not Bpecific, and was therefore<br />

out <strong>of</strong> order (Mr . Ley), 9-2 .<br />

The necessity for providing an addition to the Federal payment to <strong>New</strong> <strong>South</strong> <strong>Wales</strong> maimed<br />

and limbless soldiers, so as t-) make all adequate living allowance, and for providing such<br />

men with certain railway and tramway privileges . Point <strong>of</strong>Order-That tlie'in'ot*iO1n dealt<br />
