pr<strong>of</strong>essional external advisors.<br />
• Compliance with equal opportunity covering affirmative action, sexual harassment,<br />
discrimination and the environment.<br />
• A regulatory compliance program to cover legal requirements.<br />
The Board reviews actual financial results against budget each month. The PHPA<br />
prepares six monthly financial statements and performance reports which are<br />
submitted to the Minister.<br />
Risk management is discussed at monthly senior managers’ meetings where<br />
operational and business risks are assessed and appropriate action implemented. An<br />
enterprise risk management framework will be implemented in <strong>2011</strong>/12 financial year.<br />
Expenditure Guidelines<br />
The PHPA has clearly defined guidelines for operating and capital expenditure. These<br />
include monthly reports against budget for the major business units as well as formally<br />
approved levels <strong>of</strong> delegated financial authority endorsed by the Board. The PHPA is<br />
required to obtain the approval <strong>of</strong> the Minister for major capital works expenditure that<br />
exceeds $2,000,000. The Board also reviews capital expenditure and cash flows on a<br />
monthly basis.<br />
Freedom <strong>of</strong> Information<br />
The provisions <strong>of</strong> the Freedom <strong>of</strong> Information Act 1992 apply to the <strong>Authority</strong>. During<br />
the 2010/11 financial year, the PHPA received three new applications and two partial<br />
transfers under the Act. Two applications from prior years were closed. One is still with<br />
the Information Commissioner for external review. All <strong>of</strong> the new applications have<br />
been responded to by the PHPA or are in consultation with third parties.<br />
Record Keeping<br />
The PHPA’s Record Keeping Policy and Procedure Manual complement the PHPA’s Policy<br />
Manual and its procedures. During the 2010/11 financial year, the PHPA implemented<br />
an electronic document registering system, assuring all emails and correspondence is<br />
captured electronically. Relevant Employees are advised <strong>of</strong> their responsibilities under<br />
the State Records Act in relation to record keeping. In April <strong>2011</strong> the PHPA’s Record<br />
Keeping Plan was approved by the State Records Commission. The <strong>Port</strong> <strong>Hedland</strong> <strong>Port</strong><br />
<strong>Authority</strong> Retention and Disposal Schedule was approved by the State Records Advisory<br />
Committee and the State Records Commission on 5 August <strong>2011</strong>.<br />
