copyright thereto. The Agency for Healthcare Research <strong>and</strong> Quality (“AHRQ”) has a<br />

nonexclusive royalty-free worldwide license to reproduce <strong>and</strong> distribute the Resource <strong>and</strong> to<br />

authorize others to reproduce <strong>and</strong> distribute it in their delivery of health care or for quality<br />

improvement <strong>and</strong> educational purposes, in each case only as related to terrorism preparedness <strong>and</strong><br />

on the condition that no fee is charged to or by the user for the use of the Resource. Users may<br />
