Learning Objectives:<br />

At the end of this chapter, the reader will be able to:<br />

1. Explain their role in the general system response to disasters.<br />

2. Create a disaster-preparedness framework for a general practice pediatric office.<br />

3. Describe the components for basic internal office readiness (facilities, equipment,<br />

records, communication system, chain of comm<strong>and</strong>, contact list, staff<br />

responsibilities, triage, screening, prioritization, practice readiness, staff<br />

development, <strong>and</strong> insurance).<br />

4. Determine how the practice will link <strong>and</strong> coordinate efforts with affiliate<br />

hospitals, schools, daycare centers, local response teams, the local department of<br />

health, <strong>and</strong> city, State, <strong>and</strong> Federal efforts.<br />

5. Develop a list of contact numbers for all existing agencies that are components in<br />

the external disaster management system.<br />

6. Establish relationships with the local or regional Office of Emergency<br />

Management <strong>and</strong> strengthen already established relationships with<br />

organizations/institutions in the community.<br />

7. Integrate into the larger community response effort.<br />

8. Participate in disaster drills <strong>and</strong> exercises.<br />

9. Describe disaster protocols of local departments of health.<br />

10. Communicate directly with children <strong>and</strong> families about disaster <strong>and</strong> terrorism<br />

preparedness.<br />

11. Answer the questions of children <strong>and</strong> families during events.<br />

12. Provide advice for families of children with special health care needs.<br />

13. Participate in creating contingency plans to increase hospital surge capacity.<br />

14. Help to produce contingency plans for acquiring <strong>and</strong> maintaining essential<br />

services (water, electricity, oxygen, garbage disposal).<br />

15. Plan for stockpiling medical supplies.<br />

16. Participate in a network of community resources that will be able to organize<br />

volunteers to become proxy caretakers for orphaned children.<br />

17. Participate in planning hospital infrastructure needs for children (disaster drills<br />

involving children, infection control plans, quarantine procedures, staff training).<br />

Chapter 10. Working with Government Agencies to<br />

Enhance <strong>Preparedness</strong><br />

Goal: To assist pediatricians working with government agencies to enhance<br />

preparedness for meeting children’s needs.<br />

At the end of this chapter, the reader will be able to:<br />

1. Describe the role of various government agencies in disaster preparedness <strong>and</strong><br />

response.<br />
