The Committee recommends that <strong>the</strong> Bushfire Cooperative Research<br />

Centre c<strong>on</strong>duct fur<strong>the</strong>r research <strong>on</strong> <strong>the</strong> impact of weeds <strong>on</strong> <strong>the</strong><br />

flammability of land and <strong>the</strong> most ec<strong>on</strong>omically and envir<strong>on</strong>mentally<br />

appropriate way to remove weeds after fire events.<br />

The Committee recommends that <strong>the</strong> Comm<strong>on</strong>wealth work with <strong>the</strong><br />

states and territories through <strong>the</strong> proposed Council of Australian<br />

Governments to review <strong>the</strong> resp<strong>on</strong>se to <strong>bushfires</strong> to ensure that<br />

principles of fire preventi<strong>on</strong> and rapid and effective initial attack are<br />

adopted and implemented by all rural fire authorities and public land<br />

managers<br />

The Committee recommends that <strong>the</strong> Comm<strong>on</strong>wealth seeks to ensure<br />

that <strong>the</strong> proposed Council of Australian Governments review of <strong>the</strong><br />

bushfire management initiate with <strong>the</strong> states, as a priority, a review of <strong>the</strong><br />

resp<strong>on</strong>sibilities and potential liabilities of fire c<strong>on</strong>trollers with a view to<br />

developing principles of indemnificati<strong>on</strong> for reas<strong>on</strong>able, resp<strong>on</strong>sible and<br />

informed decisi<strong>on</strong> making. This review should extend to defining<br />

resp<strong>on</strong>sibility for occupati<strong>on</strong>al health and safety requirements in a way<br />

which allows practicable compliance where a reas<strong>on</strong>able degree of risk<br />

taking is urgently required to prevent <strong>the</strong> loss of life, property and<br />

envir<strong>on</strong>mental amenity from wildfire
