6.164 The Committee recommends that Emergency Management Australia<br />

and <strong>the</strong> Australian Communicati<strong>on</strong>s Authority, in c<strong>on</strong>juncti<strong>on</strong> with <strong>the</strong><br />

respective state and territory governments, ensure <strong>the</strong> survivability of<br />

essential communicati<strong>on</strong> installati<strong>on</strong>s during fire incidents by strategic<br />

fuel management around <strong>the</strong> assets.<br />

Inadequate teleph<strong>on</strong>e infrastructure in bushfire pr<strong>on</strong>e areas<br />

6.165 The recent <strong>bushfires</strong> caused major disrupti<strong>on</strong> to power distributi<strong>on</strong><br />

and, c<strong>on</strong>sequently, teleph<strong>on</strong>e communicati<strong>on</strong>s failed in some areas<br />

when eight hour battery back up became depleted. This problem was<br />

seen to be comm<strong>on</strong> to both <strong>the</strong> mobile teleph<strong>on</strong>e network and <strong>the</strong><br />

standard teleph<strong>on</strong>e system. Management of major bushfire situati<strong>on</strong>s<br />

involve numerous agencies. The lack of interoperability and <strong>the</strong><br />

failure of radio systems referred to above, necessitate access to<br />

effective teleph<strong>on</strong>e communicati<strong>on</strong>.<br />

6.166 Through <strong>the</strong>ir inquiries Brian Parry and Associates found that very<br />

few teleph<strong>on</strong>e or mobile ph<strong>on</strong>e facilities now have automatic<br />

generators to cope with power outages, with full reliance <strong>on</strong> <strong>the</strong><br />

eight hour battery back up. Fur<strong>the</strong>r advice is that if <strong>the</strong> power is<br />

expected to be out l<strong>on</strong>ger than <strong>the</strong> eight hours, <strong>the</strong>n a c<strong>on</strong>tractor is<br />

required to deliver an emergency generator to <strong>the</strong> site to facilitate <strong>the</strong><br />

resumpti<strong>on</strong> of teleph<strong>on</strong>e service. The events of <strong>the</strong> past fire seas<strong>on</strong><br />

have proven this system to be totally inadequate.<br />

6.167 The Committee recommends that <strong>the</strong> Comm<strong>on</strong>wealth investigate, and<br />

where necessary, require <strong>the</strong> urgent enhancement of <strong>the</strong> provisi<strong>on</strong> of<br />

emergency power and telecommunicati<strong>on</strong>s services for <strong>the</strong> purpose of<br />

restoring essential services expeditiously in areas affected by fire or<br />

o<strong>the</strong>r natural disaster and where necessary to place licence requirements<br />

<strong>on</strong> telecommunicati<strong>on</strong> providers to do so.
