The Committee recommends that Standards Australia review <strong>the</strong> clarity<br />

of AS3959–1999: C<strong>on</strong>structi<strong>on</strong> of buildings in Bushfire Pr<strong>on</strong>e Areas to<br />

ensure that all relevant stakeholders can interpret and apply <strong>the</strong> Standard<br />

in <strong>the</strong> way it is intended.<br />

The Committee recommends that Program D of <strong>the</strong> Comm<strong>on</strong>wealth<br />

Bushfire Cooperative Research Centre examines <strong>the</strong> (pending) outcome<br />

of <strong>the</strong> ABCB’s review of <strong>the</strong> existing Building Code of Australia bushfire<br />

provisi<strong>on</strong>s (including Standard AS3959–1999) to determine <strong>the</strong>ir<br />

adequacy and <strong>the</strong> ways in which compliance can be better managed. This<br />

should include extending its scope to cover existing buildings and those<br />

that are not in areas declared as bushfire pr<strong>on</strong>e, yet still <strong>on</strong> <strong>the</strong> urbanrural<br />

interface and <strong>the</strong>refore, potentially at risk.<br />

The Committee recommends that (under Programs C and E) <strong>the</strong> Bushfire<br />

Cooperative Research Centre c<strong>on</strong>siders <strong>the</strong> following items as part of a<br />

nati<strong>on</strong>al educati<strong>on</strong> program.<br />

Introducing bushfire skills training to schools and libraries.<br />

Training various categories of emergency services pers<strong>on</strong>nel <strong>on</strong><br />

<strong>the</strong>ir specific role in <strong>the</strong> event of a bushfire.<br />

Ensuring that those in <strong>the</strong> fields of building, engineering, urban<br />

planning, forestry and science have a clear understanding of<br />

bushfire risk management including current related regulatory<br />

codes and legislati<strong>on</strong>.<br />

Counselling prospective land developers in bushfire pr<strong>on</strong>e areas<br />

<strong>on</strong> <strong>the</strong> risks and necessary protective planning.<br />

Running adult educati<strong>on</strong> courses <strong>on</strong> protective planning (including<br />

insurance, building design and maintenance and defence<br />

techniques) in <strong>the</strong> c<strong>on</strong>text of <strong>bushfires</strong>.<br />

Broadcasting protective planning issues through <strong>the</strong> media,<br />

televisi<strong>on</strong>, Internet, radio and publicati<strong>on</strong>s.<br />

Structuring <strong>the</strong> community <strong>into</strong> groups and providing <strong>the</strong>m with<br />

guidelines for launching an initial attack <strong>on</strong> a bushfire.<br />

Enclosing brochures about bushfire protecti<strong>on</strong> with rates notices.
