H.17. LATE PAYMENTS TO THE GOVERNMENT<br />
Late payment of debts owed the Government by the Contractor, arising from whatever<br />
cause, under this contract/order shall bear interest at a rate to be established in accordance<br />
with the Treasury Fiscal Requirements Manual. For purposes of this provision, late<br />
payments are defined as payments received by the Government more than 30 days after<br />
the Contractor has been notified in writing by the Contracting Officer of:<br />
a. the basis of the indebtedness;<br />
b. the amount due;<br />
c. the fact that interest that will be applied if payment is not received within<br />
30 days from the date of mailing of the notice, and;<br />
d. the approximate interest rate that will be charged.<br />
H.18. OMB CLEARANCE<br />
The Contractor shall not collect or record any information calling for answers to identical<br />
questions from more than nine (9) persons or organizations. This approval must be<br />
obtained before expenditure of funds or public contacts for the actual acquisition of the<br />
information. This applies to questionnaires, electronic transmission requirements, etc.,<br />
regardless of whether the information collection occurs by mail, person or telephone<br />
interview or group interviews (e.g., focus groups). It does not matter whether the<br />
response is voluntary or mandatory. Information collection may begin only after the<br />
Contracting Officer notifies the Contractor in writing that OMB clearance has been<br />
obtained.<br />
H.19. SUBCONTRACTING PLAN PROVISIONS<br />
a. Small Business and Small Disadvantaged Business Subcontracting Plan<br />
(1) The Small Business and Small Disadvantaged Business<br />
Subcontracting Plan, dated is attached hereto and made a part of<br />
this contract.<br />
(2) The failure of any contractor or subcontractor to comply in good<br />
faith with the Clause entitled "Utilization of Small Business Concerns and<br />
Small Disadvantaged Business Concerns" incorporated in this contract and<br />
the attached Subcontracting Plan, will be a material breach of such<br />
Contract or Subcontract.<br />
b. Small Disadvantaged Business (SDB) Participation Plan<br />
(1) The Small Disadvantaged Business (SDB) Participation Plan,<br />
dated is attached hereto and made a part of this contract.<br />
(2) In compliance with FAR 52.219-25, Small Disadvantaged<br />
Business Participation Program – Disadvantaged Status and<br />
Reporting, if this contract contains SDB participation targets, the<br />
Contractor shall report on the participation of SDB concerns.<br />
Reporting shall be on Optional Form 312, Small Disadvantaged<br />
Business Participation Report, or in the Contractor’s own format<br />
