Description<br />
The city of Barcelona works since 2001<br />
on integration of environmental and<br />
social aspects in public purchasing,<br />
and on integration of greening daily<br />
activities in public workplaces. This is<br />
the City Councils contribution to the<br />
Local Agenda 21 of Barcelona (LA21<br />
- The People’s Commitment towards<br />
Sustainability). The program has been<br />
pioneer in Spain and is being replicated<br />
at local, regional and national level.<br />
It includes close cooperation with<br />
NGOs, Universities and Civil Society<br />
Organizations.<br />
18 Spanish regional networks<br />
of sustainable cities, which are<br />
implementing the Local Agenda 21,<br />
are collaborating in the Ecourbano<br />
- “Network of networks for local<br />
sustainable development” (Red de<br />
Redes), led by the Spanish Environmental<br />
Ministry. The network bases it” s work<br />
on the document of reference “Spanish<br />
Strategy for the Urban Environment”<br />
and collects best practice cases,<br />
methodologies and indicators at www.<br />
ecourbano.es<br />
EU Education The forum named Energy-Smart Schools<br />
(initiated in 2006) offers a learning tool<br />
for strategies of energy saving in schools<br />
and support to set up energy-educational<br />
projects, targeting the building and its<br />
users.<br />

product policy<br />
Integrated product policy (IPP) might be<br />
better termed “environmental product<br />
policy”. It is an attempt by the European<br />
Commission to create conditions in<br />
which environment-friendly products,<br />
or those with a reduced impact on the<br />
environment, will gain widespread<br />
acceptance among EU consumers.<br />
It was initiated in 1997 and in 2001<br />
European Commission published<br />
the Green Paper, which outlines the<br />
rationale for developing product-related<br />
environmental policies.<br />
