Quarterly Report on Unclassified ControUed Nuclear Info rmation (UCNI):<br />

<strong>The</strong> Technical Guidance Division, Office ofNuclear and National Security<br />

Information, has distributed the quarterly repon on UCNI activities for the quarter<br />

October 1 through December 31, 2000. <strong>The</strong> Technical Guidance Division's UCNl<br />

Program Coordinator prepares this report based on the requirements of section 148e<br />

oftbe Atomic Energy Act, 10 CFR 1017. 11 , and DOE Order 471.1, for report<br />

preparation to identify and justify precedent-setting UCNI detenninations made<br />

during each quarter.<br />

CG-SlLEX-I, Joint Australian-United States Classification Guide for<br />

Enrichment of Uranium by the SILEX Process: <strong>The</strong> Technology Program,<br />

Technical Guidance Division, Office of Nuclear and National Security Information,<br />

continued to resolve comments on the guide and to provide accepted changes to the<br />

Classification Analysis and Production Team for inclusion in the guide. In<br />

addition, the Technology Program began revising tbe SILEX decision<br />

memorandum to Secretary Abraham; the decision memorandum will advise the<br />

Secretary that elements of SILEX technology are Restricted Data and request an<br />

official detennination of same.<br />

Support to tbe Strengthened Safeguards Working Group: <strong>The</strong> Weapons<br />

Program, Technical Guidance Division, Office of Nuclear and National Security<br />

Information, participated in a meeting of the DOE Strengthened Safeguards<br />

Working Group on January 24 in Washington, D.C. <strong>The</strong> group discussed the<br />

additional protocol to the U.S. International Atomic Energy Agency Safeguards<br />

Agreement and associated draft Presidential Decision Directive (POD). <strong>The</strong> group<br />

recommended that the protocol and POD not be sent to the U.S. Senate for advice<br />

and consent at this time because interagency roles and responsibilities regarding<br />

inspection notification and application ofthe national security exclusion have not<br />

yet been codified. Similarly, internal departmental roles and responsibilities are not<br />

clearly defined. <strong>The</strong> group will meet in a special session on February 1 to prepare<br />

initial recommendations on these issues.<br />
