Executive High Priority Document Review: <strong>The</strong> Document Declassification<br />

Division. (DDD), Office ofNuclear and National Security Information, has been<br />

performing a classification re-review of the National Academy ofScienccs' report<br />

Technical Issues Related to the Comprebensive Test Ban Treaty . . This report<br />

reviews the three main tcchnical concenis Jaiscd dwing the Senate debate of<br />

October 1999 on advice and consent to ratification oftbe Comprehensive Test Ban<br />

Treaty. <strong>The</strong>se concerns are: the capacity to maintain confidence in the nuclear<br />

stockpile, the capabilities of the international nuclear-test monitoring system. and<br />

the potential effect of other countries adding to their nuclear weapons capabilities.<br />

DDD is working closely with the Technical Guidance Division to complete new<br />

tasking on this package.<br />

Higb Priority Reviews: <strong>The</strong> Document Declassification Division (ODD). Office<br />

ofNuclear and National Sccurity Infonnation ~ completed seven additional<br />

high-priority actions this past week. <strong>The</strong>se included: two Defense Nuclear<br />

Facilities Safety Board reports and five classification reviews ofopen-source<br />

documents. All seven high-priority actions were performed within deadlines.<br />

E..cutive Order Meeting at the Central Intelligence Agency (CIA): A member<br />

of the Executive Order (E.O.) Reviews Program met with staffmembe.. from the<br />

CIA declassification activity. <strong>The</strong> two major topics ofdiscussion included referral<br />

ofdocuments to DOE from the Remote Archive Capture (RAC) program, and a<br />

CIA Reference Card Index declassification project. <strong>The</strong> CIA bas approximately<br />

9,300 pages ofreferrals from the Johnson, Kennedy, and Eisenhower Presidential<br />

Libraries in the RAC program, which is located at the International Point office of<br />

the CIA. DOE reviewers will review the documents on-site at International Point,<br />

which means they wiJI not have access to the Classification Guidance System. This<br />

wilJ make the declassification process more difficult and declassification decisions<br />

necessarily more conservative.<br />

CIA desires DOE approval on the handling ofpotential Atomic Energy<br />

CommissionIDOE equities found in the CIA card index. CIA will send a letter to<br />

the Office ofNuclear and National Security Information outlining their plan and<br />

asking for DOE concurrence.<br />
