The case was considered in the 29 th meeting of SEIAA held on 27.03.2011, wherein, it was decided: A) To convey the following observations to the project proponent for compliance of the same within 10 days:- i) The project proponent shall obtain specific approval from the Competent Authority clearly stating as to how much quantity of wastewater will be allowed to be discharged into the sewer. ii) iii) The project proponent shall submit a concrete proposal for discharge of treated wastewater for horticulture purpose. The project proponent shall submit water balance chart prepared for all the three seasons i.e. summer, winter and rainy season indicating critical requirement. B) To call the project proponent to make a presentation on his project proposal through the accredited consultant of the MoEF in the next meeting of SEIAA. 3. The case was again considered in the 30 th meeting of SEIAA held on 27.04.2011 and Sh. Suman Banerjee presented the reply of the observations of the 29 th meeting of SEIAA, but the Authority was not satisfied with the reply given by the project him. After detailed deliberations in the matter, the Authority observed that the project proponent is required to submit the following documents/data before taking decision in the matter. i) Specific approval granted by M.C. Dera Bassi stating as to how much quantity of wastewater will be allowed to be discharged to the project proponent into the sewer. ii) Properly prepared site plan showing the industries within a radius of 500 m from the periphery of project site and air polluting industries within a radius of 100 m from the periphery of project site. 16
iii) iv) Approved layout plan showing a provision of 15m wide green belt of broad leaved trees towards the site, where the air polluting industries are located within a radius of 100 m from the periphery of the project site. A certificate issued by the Department of Town & Country Planning, Punjab showing the classification of area as per the Master Plan. Sh. Rajesh Ravi, Manager of the promoter company, who was also present in the meeting, requested for 10 days time to submit the reply to the aforesaid observations of the Authority. The Authority agreed to accept the request of the project proponent and decided to defer the case till the proper reply of all the observations is received. 3. Thereafter, the project proponent vide letter No. PDL/Strategic Planning/EIA/2272 dated 12.5.2011 has submitted the reply of the observations raised by the SEIAA in its 30 th meeting held on 27.4.2011. The project proponent was requested vide letter No. 1771 dated 17.5.2011 to attend the 31 st observations. meeting of SEIAA on 20.5.2011 to present the reply of the Following were present on behalf of the project proponent in the 31 st meeting of SEIAA held on 20.05.2011 to present the reply of the observations raised by the SEIAA in its 30 th meeting. 1. Dera Bassi has allowed to discharge 1000 KLD of treated wastewater into sewer, which is being laid down by the Council against the actual discharge of 301.8 KLD of wastewater during rainy season. ii) There are only two air polluting industries namely M/s Spray Engineering Sugars Ltd., and M/s Essics Bio-sciences Ltd., are located within a radius of 100 m from the periphery of the project site.
