the project proponent, the Committee awarded „Silver Grading‟ to the project and recommended the project to State Level Environment Impact Assessment Authority for grant of environmental clearance subject to certain conditions. 3. Thereafter, the case of the project proponent was considered by the SEIAA in its 19 th meeting held on 27.06.2009 and again in its 25 th meeting held on 15.12.2009, wherein, it was decided that: a) The case may be forwarded to State Expert Appraisal Committee to reexamine the matter, in view of new notification for ambient air quality standards, reply submitted by project proponent, report of PPCB regarding industries within 500 m radius of the project site and recommendations of PPCB regarding discharge of effluent into Patiala- Ki-Rao. b) The PPCB may be requested to send the report regarding discharge of effluent into Patiala-Ki-Rao directly to Secretary, SEAC with a copy to Member Secretary, SEIAA. 4. The case was again considered by the SEAC in its 41 st meeting held on 03.07.2010 and the Committee decided to ask the project proponent to submit the following documents: a) Revised water balance and its disposal mechanism to be adopted during rainy season as well as winter season. b) Location plan clearly describing the type of industries located within 500 m from the boundary of the project. c) Plan of dual plumbing system & number of buildings which will have such plumbing system with water requirement / consumption. d) Analysis report of ambient air quality monitoring as per notification no. GSR.826 (E) dated 16/11/2009 issued by the Ministry of Environment & Forests, from MoEF / NABL accredited laboratories for post monsoon season and the analysis/results. e) The latest photographs of the construction site from all the four directions. The aforesaid decision was conveyed to the project proponent by the SEAC vide letter no. 33105 dated 22.7.2010. 4
5. The case was sent to MoEF, New Delhi in the month of August, 2010 due to non-functioning of SEIAA/SEAC for the State of Punjab. 6. Thereafter, the project proponent vide Memo no. 5586 dated 13.9.2010 submitted the requisite reply to the MoEF, New Delhi and the case was considered by the EAC of MoEF, New Delhi in its 93rd meeting held on 9- 10th October, 2010 and the EAC recommended the proposal for environmental clearance subject to the following conditions in the clearance letter for strict compliance by the project proponent. a) Rainwater should be stored and shall be used for domestic purposes after necessary treatment. b) Explore the possibility to maximize the use of treated wastewater including using for flushing of toilets etc. 7. Now, after constitution of SEIAA/SEAC for the State of Punjab, by the MoEF, New Delhi vide order dated 7.2.2011, the case has been returned by MoEF to SEIAA, Punjab. 8. The case of the project proponent was considered by the SEIAA in its 29 th meeting held on 23.03.2011, wherein, it was decided that the project proponent shall submit following documents/information within 10 days: i) Specific approval given by GMADA mentioning quantity of treated wastewater to be allowed to be discharged into sewer. ii) An undertaking/commitment to make arrangement for storage of rainwater and use of the same for domestic purpose after necessary treatment. 9. The aforesaid decision was conveyed to the project proponent by the SEIAA vide letter no. 16438 dated 7.4.2011. 10. The project proponent vide letter dated 17.05.2011 has submitted that the reply of the observations raised by the SEIAA in its 29 th meeting. Accordingly, the project proponent was requested vide letter no. 1768 dated 17.5.2011 to attend the 31 st meeting of SEIAA on 20.5.2011. The following were present on behalf of the project proponent in the 31 st meeting of SEIAA held on 20.05.2011 to present the reply to the observations made by the SEIAA in its 29 th meeting. 1. Sh.
