5. The case was sent to MoEF, New Delhi in the month of August, <strong>20</strong>10 due to<br />

non-functioning of SEIAA/SEAC for the <strong>State</strong> of Punjab.<br />

6. Thereafter, the project proponent vide Memo no. 5586 dated 13.9.<strong>20</strong>10<br />

submitted the requisite reply to the MoEF, New Delhi and the case was<br />

considered by the EAC of MoEF, New Delhi in its 93rd meeting held on 9-<br />

10th October, <strong>20</strong>10 and the EAC recommended the proposal for<br />

environmental clearance subject to the following conditions in the clearance<br />

letter for strict compliance by the project proponent.<br />

a) Rainwater should be stored and shall be used for domestic purposes<br />

after necessary treatment.<br />

b) Explore the possibility to maximize the use of treated wastewater<br />

including using for flushing of toilets etc.<br />

7. Now, after constitution of SEIAA/SEAC for the <strong>State</strong> of Punjab, by the<br />

MoEF, New Delhi vide order dated 7.2.<strong>20</strong>11, the case has been returned by<br />

MoEF to SEIAA, Punjab.<br />

8. The case of the project proponent was considered by the SEIAA in its 29 th<br />

meeting held on 23.03.<strong>20</strong>11, wherein, it was decided that the project<br />

proponent shall submit following documents/information within 10 days:<br />

i) Specific approval given by GMADA mentioning quantity of treated<br />

wastewater to be allowed to be discharged into sewer.<br />

ii)<br />

An undertaking/commitment to make arrangement for storage of<br />

rainwater and use of the same for domestic purpose after necessary<br />

treatment.<br />

9. The aforesaid decision was conveyed to the project proponent by the SEIAA<br />

vide letter no. 16438 dated 7.4.<strong>20</strong>11.<br />

10. The project proponent vide letter dated 17.<strong>05</strong>.<strong>20</strong>11 has submitted that the<br />

reply of the observations raised by the SEIAA in its 29 th meeting.<br />

Accordingly, the project proponent was requested vide letter no. 1768<br />

dated 17.5.<strong>20</strong>11 to attend the 31 st meeting of SEIAA on <strong>20</strong>.5.<strong>20</strong>11.<br />

The following were present on behalf of the project proponent in the<br />

31 st meeting of SEIAA held on <strong>20</strong>.<strong>05</strong>.<strong>20</strong>11 to present the reply to the observations<br />

made by the SEIAA in its 29 th meeting.<br />
