Economic Development<br />
4.1 To ensure the <strong>East</strong> of <strong>England</strong> contributes fully to national, regional and local prosperity and improves the quality of life of<br />
all who live and work in the region the <strong>RSS</strong> aims to ensure that the region’s economy continues to grow and encourages<br />
greater investment. The region’s economy is part of that of the Greater South <strong>East</strong>, centred on London, which is the<br />
leading driver of the national economy.<br />
4.2 The review of the Regional Economic Strategy (RES) for the <strong>East</strong> of <strong>England</strong> will be published in summer 2008. The RES<br />
provides for a leading economy founded on a world class knowledge base and the creativity and enterprise of its people.<br />
<strong>RSS</strong> Objective (iii), to realise the economic potential of the region, complements the vision and goals of the RES.<br />
4.3 A key strand of both the <strong>RSS</strong> and the RES is to ensure that the most dynamic areas, sectors and clusters continue to grow<br />
to lead the region’s economic progress and competitive advantage, while promoting a step change in employment<br />
growth, development and diversification in underperforming locations, particularly priority areas for regeneration. Both<br />
documents seek better alignment or balance between homes and jobs.<br />
4.4 The 2008 RES Review has been informed by this <strong>RSS</strong> and will influence the next <strong>RSS</strong> review. The need for convergence<br />
between the <strong>RSS</strong> and the RES is underlined by the Sub-National Review of Economic Development and Regeneration<br />
(July 2007), which proposes replacing the <strong>RSS</strong> and the RES with a single regional strategy which will set out the<br />
economic, social and environmental objectives to achieve sustainable development for each region. EERA and EEDA are<br />
developing a joint implementation plan for the <strong>RSS</strong> and the RES, see Paragraph 14.7.<br />
4.5 Local Development Documents should take into account and facilitate the delivery of the RES, putting in place<br />
complementary land use policies and proposals.
