Section 13 Sub-Areas and Key Centres for Development and Change<br />
13.22 Successful regeneration and further growth on the scale planned will require substantial improvements to the transport<br />
network. Related sub-regional strategies, Development <strong>Plan</strong> Documents and Local Transport <strong>Plan</strong>s serving Essex<br />
Thames Gateway should address these needs.<br />
POLICY ETG7: Implementation and Delivery<br />
The Thames Gateway South Essex Partnership should work with its partners to ensure:<br />
• appropriate guidance and coordination is available to ensure Local Development Documents contribute to<br />
meeting the objectives of the <strong>RSS</strong>, with joint working where appropriate;<br />
• implementation and delivery bodies have appropriate strategies and resources to achieve the objectives in the<br />
overall vision for the area in ETG1 and the other Essex Thames Gateway policies; and<br />
• implementation and delivery bodies work closely with local plan making authorities to ensure that the non<br />
statutory Essex Thames Gateway policies and plans are supported by and are supportive of Local Development<br />
Documents.<br />
13.23 The Thames Gateway South Essex Partnership has been established to develop co-operative working between partners<br />
and to ensure effective coordination of actions to deliver holistic, integrated regeneration and growth. The partnership<br />
draws together the local authorities, <strong>East</strong> of <strong>England</strong> Development Agency, other agencies and the voluntary and private<br />
sectors to maintain a strategic overview, oversee Essex Thames Gateway wide implementation challenges and ensure<br />
that commitment is obtained from other agencies to achieve delivery.<br />
13.24 A range of local delivery vehicles have been established. An Urban Development Corporation has been formed covering<br />
all of the borough of Thurrock with responsibility for major physical redevelopment, including land acquisition and planning<br />
powers. Other local delivery vehicles are the Urban Regeneration Company, Southend Renaissance and the Basildon<br />
Renaissance Partnership. For Castle Point and Rochford the local authorities and Thames Gateway South Essex<br />
Partnership have formed a steering group with other partners to provide a focus for delivery.<br />
13.25 Essex Thames Gateway is a complex area where many partners are contributing to regeneration and growth. There is a<br />
need for connectivity and complementarity between statutory development plan making and related non statutory plans,<br />
for example those addressing health planning, green infrastructure and flood defence, along with the regeneration<br />
frameworks and master planning exercises undertaken by local delivery vehicles. A delivery plan covering the whole of<br />
Thames Gateway was published in 2007, which reflects the commitment to back the vision for the Gateway with cross-<br />
Government priorities and funding. It provides a framework for making the best use of public investment, local ownership,<br />
big project expertise and private sector entrepreneurship, sets out shorter term spending plans and identifies the<br />
resources needed.<br />
13.26 Waste management, including hazardous waste, is a major issue. There are limits to how far the area can continue to<br />
provide landfill capacity for the wider London / Essex area, whilst the scale of redevelopment on previously developed land<br />
requiring decontamination represents a particular challenge for waste management planning. The Thames Gateway<br />
South Essex Partnership and delivery agencies will need to work with the Environment Agency and waste planning<br />
partners to ensure that the significant volumes of waste predicted to arise in the course of development are managed<br />
effectively. Policy WM7 addresses this issue as part of a hazardous waste strategy to be developed in the further review<br />
of <strong>RSS</strong>.
