Potential Environmental Impacts<br />

This chapter provides an overview of the potential environmental impacts from the proposed rail line<br />

connection between NS and <strong>Conrail</strong> in Bucyrus, <strong>Ohio</strong>. This connection would involve the construction<br />

of a new rail line segment in new right-of-way to connect existing tracks to other existing rail lines,<br />

sidings, and/or yard facilities. As with any construction of new railroad tracks, the steps required to<br />

build a new connection include site preparation and grading, railbed preparation, ballast application,<br />

track installation, and systems (e.g., signals, communications) installation. Although the construction<br />

zone required will vary depending on site conditions, most work would be completed within 250 feet<br />

of the new rail line.<br />

In conducting its analysis, SEA considered the following environmental impact areas in accordance with<br />

the Board’s environmental rules at 49 CFR Part 1105.7(e) and other applicable regulations:<br />

• Socioeconomics and Environmental Justice<br />

• Transportation Systems<br />

• Safety<br />

• Water Resources<br />

• Biological Resources<br />

• Air Quality<br />

• Noise<br />

• Cultural Resources<br />

• Energy<br />

• Cumulative Impacts<br />
