Clearly, inputs and outputs fall under process indicator, and outcome and impacts fall
under outcome and impact evaluation respectively.
In practice, as you move from one level to the other, fewer practitioners are being
involved in the measurement process. For example, all TACAIDS implementing
partners will be required to collect inputs deemed necessary to undertake an
implementation process. Again, quite a good number of implementing partners may
collect some process data, that is, will be involved in undertaking the activities and
delivering services (outputs). But fewer implementing partners will assess outcomes of
the project; and even fewer implementing partners will be required to assess impact.
