Stages in developing an M&E plan Five main stages are involved in developing an M&E plan. These stages are: 1. Determining the scope and objectives of an M&E plan 2. Selecting indicators 3. Choosing the methodology and collecting information on the selected indicators 4. Developing an M&E implementation matrix and timeline 5. Developing a plan to disseminate and use evaluation findings Stage 1: Determining the scope and objectives of the M&E plan A scope is the extent of the activity you will undertake in a monitoring and evaluation process. In determining the scope of our M&E system, we ask ourselves six key questions: • What should be monitored and evaluated? • When should an <strong>HIV</strong>/<strong>AIDS</strong> programme be monitored and evaluated? • What are the resources required? • Who should be involved in M&E? • Where should M&E take place? 1.1 What should be monitored and evaluated? An M&E system measures three aspects of the programme development: programme design, systems development and functioning, and implementation. Programme design is measured by process evaluation. The programme design involves: • Developing a strategy or systematic approach to address the needs of the target group • Identifying actions and activities required to implement the strategy • Identifying the resources needed to carryout the activities Systems development and functioning is measured through monitoring and process evaluation. Systems development involves the creation of a management and support system to carryout the programme. Support systems include: • Management information system (MIS) • Financial management systems (FMS) • Personnel systems • Commodities and logistics Systems development involves conducting such preparatory activities as: • Recruiting and training staff • Developing curricula • Drafting service guidelines • Developing information education communication (IEC) or behaviour change communication (BCC) Systems functioning involve the ongoing performance of the systems used to operate the programme and includes issues such as: • How decisions are made within the programme • Whether internal and external communication channels are functioning well • How well coordination between various departments is conducted • Whether training and supervision are ensuring quality performance • Personnel job descriptions and job performance Implementation is the process of carrying out programme activities with the target population and providing services to them, that is, the actual performance of your planned activities. For example, the activities of peer educators’ education centre may include; conducting educational sessions, distributing condoms and IEC materials, and providing counseling to fellow youth. Implementation is measured through monitoring, process evaluation, and outcome/impact evaluation. Monitoring and process evaluation reveal how programme implementation is occurring. Outcome and impact evaluation help determine whether the programme being implemented is achieving its objectives by measuring changes in outcomes in the target group.
