promote appropriate upward and downward reporting and sharing of
information;
4. Serve as guide in training of LGAs, MDAs, CSOs so that they develop their
own M&E frameworks that suit their local conditions.

Components of HIV/AIDS M&E
The National Framework for HIV/AIDS is a logical structure for managing HIV/AIDS
program comprising five major components as hereunder:
Overall M&E System Chart:
A system diagram that provides a summary depicting the connectedness of the different
data sources and flows including reporting lines. The overall chart depicts the four level
indicator continuum: inputs-output-outcome-impact indicators.
Thematic Areas in HIV/AIDS M&E Framework
Basing on the National Multi-sectoral Strategic Framework (NMSF) the M&E
Framework derives a set of indicators organized into four thematic areas of the Multisectoral
HIV/AIDS Response programme. In each thematic area there are a number of
strategic objectives, which provide the direction to which the end of the response effort
is committed. The thematic areas are summarized in the table below:
