R O M A N I A<br />
<strong>Transport</strong> research <strong>in</strong> Romania is<br />
supported by <strong>the</strong> National Plan for <strong>Research</strong>-<br />
Development and Innovation (PNCDI). The<br />
PNCDI for <strong>the</strong> period 2007-2013 (National<br />
Plan II – NP II) is <strong>the</strong> ma<strong>in</strong> <strong>in</strong>strument by<br />
which <strong>the</strong> National Authority for Scientific<br />
<strong>Research</strong> (NASR) is implement<strong>in</strong>g <strong>the</strong><br />
National Strategy for R&D and Innovation.<br />
Overall aims of NP II are to develop science<br />
and technology <strong>in</strong> order to <strong>in</strong>crease <strong>the</strong><br />
economic competitiveness, to improve<br />
social quality and to enhance <strong>the</strong> knowledge<br />
with potential to be valorised and to susta<strong>in</strong><br />
fur<strong>the</strong>r expansion.<br />
The six programmes of NP II are:<br />
• Human resources,<br />
• Capacities,<br />
• Ideas,<br />
• Partnerships <strong>in</strong> priority S&T doma<strong>in</strong>s,<br />
• Innovation, and<br />
• Susta<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutional performance.<br />
While some of <strong>the</strong>se programmes are focused<br />
on goals such as capacity-build<strong>in</strong>g across<br />
all sectors, <strong>the</strong> programme “Partnerships<br />
<strong>in</strong> priority S&T (science and technology)<br />
doma<strong>in</strong>s” – <strong>the</strong> largest programme with<strong>in</strong><br />
NP II, focuses on creat<strong>in</strong>g conditions for<br />
better collaboration between <strong>the</strong> different<br />
R&D entities, companies and/or public<br />
adm<strong>in</strong>istrations, <strong>in</strong> order to offer solutions<br />
for issues with<strong>in</strong> research areas. <strong>Transport</strong><br />
is <strong>in</strong>cluded <strong>in</strong> several action l<strong>in</strong>es of this<br />
programme.<br />
The national transport research programmes<br />
are f<strong>in</strong>anced, <strong>in</strong> pr<strong>in</strong>cipal, by <strong>the</strong> state budget,<br />
through <strong>the</strong> National Authority for Scientific<br />
<strong>Research</strong> with<strong>in</strong> <strong>the</strong> M<strong>in</strong>istry of Education<br />
and <strong>Research</strong> (for PNCDI programmes). These<br />
programmes are conducted by national<br />
research <strong>in</strong>stitutes, academic <strong>in</strong>stitutes, and<br />
private enterprises which undertake research<br />
and development activities.<br />
Key research providers <strong>in</strong>clude <strong>the</strong><br />
Polytechnic University of Bucharest (faculties<br />
of <strong>Transport</strong> and of Power Eng<strong>in</strong>eer<strong>in</strong>g)<br />
and <strong>the</strong> public transport research <strong>in</strong>stitute<br />
