Rail – EU policy and its impact on <strong>the</strong> rail system<br />

With<strong>in</strong> Europe, railways are undergo<strong>in</strong>g a process of reform. This policy<br />

brochure outl<strong>in</strong>es recent <strong>European</strong> Commission and nationally funded<br />

research on <strong>the</strong> relevant <strong>the</strong>mes of rail liberalisation, deal<strong>in</strong>g with scarce<br />

capacity and charg<strong>in</strong>g for <strong>the</strong> use of <strong>in</strong>frastructure. Results and policy<br />

implications of research are outl<strong>in</strong>ed and future research needs identified.<br />

It appears from <strong>the</strong> research that <strong>the</strong> reform process is improv<strong>in</strong>g<br />

performance; although it is difficult to identify <strong>the</strong> most appropriate<br />

form <strong>the</strong> reforms should take <strong>in</strong> any particular case. There is a strong<br />

case for development of a freight priority network, and for develop<strong>in</strong>g<br />

better ways of us<strong>in</strong>g scarce capacity, which may <strong>in</strong>clude scarcity charges.<br />

There is also evidence that <strong>the</strong> marg<strong>in</strong>al cost of track ma<strong>in</strong>tenance and<br />

renewals is typically 10-40% of average cost; external costs vary much<br />

more from case to case.<br />

Recent research has made a substantial contribution to understand<strong>in</strong>g<br />

how to achieve successful implementation of railway reforms and,<br />

as more evidence emerges from countries that have implemented<br />

reforms, fur<strong>the</strong>r research has <strong>the</strong> potential to produce conclusions and<br />

recommendations with fur<strong>the</strong>r benefits.<br />

Intermodal freight term<strong>in</strong>als<br />

Intermodal freight term<strong>in</strong>als are places equipped to handle <strong>the</strong><br />

transhipment and storage of Intermodal <strong>Transport</strong> Units. They are also<br />

<strong>the</strong> weakest l<strong>in</strong>k <strong>in</strong> an <strong>in</strong>termodal transport cha<strong>in</strong>. Prior to <strong>the</strong> EC’s Fifth<br />

Framework Programme (FP5), research projects highlighted many issues,<br />

<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> need for improvement <strong>in</strong> this area.<br />

This brochure studies <strong>the</strong> projects carried out under this framework<br />

programme that focused on IFTs and provides an overview of <strong>the</strong> results<br />

available at <strong>the</strong> time of go<strong>in</strong>g to press.<br />

Among o<strong>the</strong>r issues it looks at <strong>the</strong> opportunities for <strong>the</strong> <strong>in</strong>tegration of<br />

<strong>in</strong>termodal term<strong>in</strong>als <strong>in</strong> seaports and <strong>in</strong>land ports. It offers some solutions<br />

for improv<strong>in</strong>g <strong>in</strong>teroperability between transport modes and for <strong>the</strong><br />

optimisation and rationalisation of transfer procedures. It also addresses<br />

problems noted at term<strong>in</strong>als on border cross<strong>in</strong>gs with<strong>in</strong> <strong>the</strong> EU and<br />

towards CEECs, as well as look<strong>in</strong>g at issues relat<strong>in</strong>g to <strong>the</strong> <strong>in</strong>tegration of<br />

<strong>in</strong>formation technologies <strong>in</strong>to <strong>in</strong>termodal door-to-door systems.<br />
