TRANSPORT RESEARCH IN THE EUROPEAN RESEARCH AREA<br />

The pr<strong>in</strong>cipal body responsible for transport<br />

research <strong>in</strong> Slovenia is <strong>the</strong> Slovenian <strong>Research</strong><br />

Agency (ARRS), which coord<strong>in</strong>ates all major<br />

research programmes <strong>in</strong> <strong>the</strong> country <strong>in</strong><br />

coord<strong>in</strong>ation with government m<strong>in</strong>istries, <strong>in</strong><br />

particular <strong>the</strong> M<strong>in</strong>istry of <strong>Transport</strong> (MZP) and<br />

<strong>the</strong> M<strong>in</strong>istry of Higher Education, Science and<br />

Technology (MVZT), with regard to transport<br />

research. <strong>Transport</strong> research o<strong>the</strong>r than that<br />

managed and funded by <strong>the</strong> government is<br />

negligible.<br />

Follow<strong>in</strong>g a first national research<br />

programme from 1994 to 2001, a second<br />

phase was developed <strong>in</strong> 2001 as a<br />

framework programme entitled ”Slovenian<br />

Competitiveness 2001-2006”. It was<br />

established by <strong>the</strong> MSZS (predecessor to <strong>the</strong><br />

MVZT) <strong>in</strong> coord<strong>in</strong>ation with o<strong>the</strong>r m<strong>in</strong>istries<br />

and <strong>the</strong> cab<strong>in</strong>et, with <strong>the</strong> aim of <strong>in</strong>tegrat<strong>in</strong>g<br />

<strong>the</strong> research activities of various sectors,<br />

<strong>in</strong> accordance with national priorities. It<br />

took account of <strong>the</strong> country’s long-term<br />

development strategy, <strong>the</strong> state budget,<br />

regional plann<strong>in</strong>g and o<strong>the</strong>r development<br />

programmes.<br />

The current national research framework<br />

programme (“Slovenian Competitiveness<br />

2001-2006”) comprises five ma<strong>in</strong> research<br />

<strong>the</strong>mes. <strong>Transport</strong> research projects form part<br />

of <strong>the</strong> research programme to streng<strong>the</strong>n<br />

<strong>the</strong> economic <strong>in</strong>frastructure and promote<br />

susta<strong>in</strong>able development. Overall national<br />

research fund<strong>in</strong>g <strong>in</strong> 2007 was €148 million<br />

(across all sectors), with eng<strong>in</strong>eer<strong>in</strong>g<br />

account<strong>in</strong>g for 31% of this and social sciences<br />

9%. The public sector was <strong>the</strong> largest user<br />

of research fund<strong>in</strong>g (55%), followed by <strong>the</strong><br />

higher education sector (41%) and bus<strong>in</strong>ess<br />

(3%). The University of Ljubljana is <strong>the</strong> ma<strong>in</strong><br />

academic provider of transport research.<br />

Follow-on to <strong>the</strong> 2001-2006 programmes,<br />

also coord<strong>in</strong>at<strong>in</strong>g research across sectors<br />

and m<strong>in</strong>istries. The programme covers<br />

five focus areas, <strong>the</strong> largest be<strong>in</strong>g <strong>the</strong><br />

<strong>in</strong>tegration of measures to achieve<br />

susta<strong>in</strong>able development, which <strong>in</strong>cludes<br />

transport. O<strong>the</strong>r relevant focus areas<br />

<strong>in</strong>clude economic competitiveness and a<br />

knowledge-based society.<br />
