TRANSPORT RESEARCH IN THE EUROPEAN RESEARCH AREA
The principal body responsible for transport
research in Slovenia is the Slovenian Research
Agency (ARRS), which coordinates all major
research programmes in the country in
coordination with government ministries, in
particular the Ministry of Transport (MZP) and
the Ministry of Higher Education, Science and
Technology (MVZT), with regard to transport
research. Transport research other than that
managed and funded by the government is
negligible.
Following a first national research
programme from 1994 to 2001, a second
phase was developed in 2001 as a
framework programme entitled ”Slovenian
Competitiveness 2001-2006”. It was
established by the MSZS (predecessor to the
MVZT) in coordination with other ministries
and the cabinet, with the aim of integrating
the research activities of various sectors,
in accordance with national priorities. It
took account of the country’s long-term
development strategy, the state budget,
regional planning and other development
programmes.
The current national research framework
programme (“Slovenian Competitiveness
2001-2006”) comprises five main research
themes. Transport research projects form part
of the research programme to strengthen
the economic infrastructure and promote
sustainable development. Overall national
research funding in 2007 was €148 million
(across all sectors), with engineering
accounting for 31% of this and social sciences
9%. The public sector was the largest user
of research funding (55%), followed by the
higher education sector (41%) and business
(3%). The University of Ljubljana is the main
academic provider of transport research.

passenger transport in urban areas and
intermodal facilities.

Follow-on to the 2001-2006 programmes,
also coordinating research across sectors
and ministries. The programme covers
five focus areas, the largest being the
integration of measures to achieve
sustainable development, which includes
transport. Other relevant focus areas
include economic competitiveness and a
knowledge-based society.
