underscores <strong>the</strong> importance of establish<strong>in</strong>g a robust records management program <strong>with</strong><strong>in</strong> a<br />

member's legislative office prior to transfer to an archival repository. A long lapse between<br />

Recordkeep<strong>in</strong>g practices are more consistent.<br />

4.1 <strong>Records</strong> <strong>Management</strong> Concepts<br />

The Texas State Library and <strong>Archives</strong> Commission, <strong>in</strong> collaboration <strong>with</strong> <strong>the</strong> records<br />

management officers of <strong>the</strong> Texas House of Representatives and Senate, has created two tools<br />

to aid legislative offices <strong>in</strong> creat<strong>in</strong>g and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>the</strong>ir legislative records: <strong>the</strong> State of<br />

Texas <strong>Records</strong> Retention Schedule (<strong>the</strong> Texas House of Representatives and Senate each has<br />

its own records retention schedule) and <strong>the</strong> State of Texas <strong>Records</strong> <strong>Management</strong> Manual.<br />

A records retention schedule lists and def<strong>in</strong>es <strong>the</strong> type of records created <strong>with</strong><strong>in</strong> a<br />

legislative office and <strong>the</strong> legal requirement for reta<strong>in</strong><strong>in</strong>g those records. This schedule also<br />

identifies those records that have endur<strong>in</strong>g value and need to be transferred to <strong>the</strong> Texas<br />

State <strong>Archives</strong>. It is important for legislative offices to apply this schedule to all of <strong>the</strong>ir<br />

records, <strong>in</strong>clud<strong>in</strong>g committee records and records located <strong>in</strong> <strong>the</strong>ir district office(s).<br />

The State of Texas <strong>Records</strong> <strong>Management</strong> Manual outl<strong>in</strong>es commonly used systems for<br />

ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g records <strong>with</strong><strong>in</strong> an office. Topics <strong>in</strong>clude <strong>in</strong>ventory<strong>in</strong>g records, establish<strong>in</strong>g fil<strong>in</strong>g<br />
